Security Officer

SALARY: £28,960 - £36,090 gross per annum

JOB PURPOSE: To advise field, regional and head office staff and managers on security issues, with a particular focus on learning and development, systems and resources, with the aim of maintaining high standards of security awareness, planning, practice, and management, so as to minimise risks to staff whilst maintaining effective Oxfam programme work.

DIMENSIONS:
Main focus for developing security management learning and development resources and tools.
Advises senior management on technical issues.
Objectives set with manager, mainly relating to the quality of programme work in specialism for project or programme and the implementing team.
Diverse and complex problem-solving, requiring professional knowledge field experience and an understanding of development and humanitarian work.
Problem-solving and analysis often involves difficult decision-making with no precedent, although difficult decisions taken with manager.
Advice and problem-solving often given over distance with limited information.
Information sources are diverse, ranging from academic research to data collection in programme and non-programme areas and often requires a judgement on credibility and accuracy of the information.
Work patterns are not routine and often high pressure.
Makes complex technical information accessible and usable by non-specialist.
Creates opportunities to develop work within a framework plan.
Knowledge required includes broad understanding of and their relevance to own specialism.
Experience of development and humanitarian work gained in professional work inside and outside Oxfam.
Impact on external policy and practice of other agencies and through advocacy and policy work on the international debate in relief and development.
Short, medium and long term planning is required in the context of changing priorities.
Contacts are with wide spectrum of people, often external.

KEY RESPONSIBILITIES:
1. Lead on security management learning and development for the organisation.
Focus on implementation of the global security management learning and development strategy, and divisional action plans.
Assist HQ teams to identify and meet L&D needs.
Assist country and regional teams to identify and meet L&D needs.
Develop a system to track, monitor and evaluate delivery of the L&D strategy.
Support IHR to implement people management actions including security management in performance management, objectives and other existing processes (mentoring, inductions, job descriptions etc).
Promote cross programme learning on L&D good practice.
Promote institutional awareness and cross programme learning on security management.
Integrate security training and capacity building interventions into other organisational Learning opportunities.
Contribute to existing learning opportunities, such as the HLF, Respond Three, Aim 3, senior managers’ induction.

2. Develop, deliver and commission security training
Annual personal security training for HQ frequent travellers
Annual security crisis management learning event for staff involved in implementing the Security Crisis Management Plan
Investigate E-learning and innovative use of technology and web based learning for security management.
Develop PUAG packs/L&D stand alone modules (for use by all affiliates)

3. Provide Managers with effective advice and information regarding security incidents and issues, enabling them to better manage risks to staff.
Dedicated responsibility for a specific geographical area.
Advise managers dealing with serious security incidents and with complex, insecure operating environments, producing recommendations for management action where necessary.
Advise on insecure environments where Oxfam is (or is considering) operating, through direct assessment, research, and critical information gathering.
Occasionally travel to country and regional offices to support the above.

4. Deputise for the Security Adviser as necessary; providing advice and support on incident management and crisis management and undertake additional project management responsibilities as assigned by the Security Adviser.

5. Develop and maintain an effective information management system, which includes:
Tracking and incident reporting to ensure that all staff security incidents are properly and consistently reported and analysed.
Report security incidents for the ID Key Deliverables Report and scorecard (monthly).
Input all security incidents onto GOLD and develop appropriate reports to track security incidents and events to enable annual analysis
Provide external organisations with incident data, as agreed with the Security Adviser
Participate in the Travel Tracking system.

6. Participate in the OI security network, working group, assisting in the development of tools and resources including the security manual.

7. Assist in the recruitment of security personnel as required.
Participate in departmental and organisational working groups as requested.

SKILLS AND COMPETENCE:
Essential
Practical experience of security assessment, planning and implementation of procedures gained in an NGO or UN field context.
Experience of developing and delivering training and other learning and development initiatives within the context of an NGO.
Excellent communicator who can build relationships with key external/internal contacts.
Good written and verbal communications skills, with fluent written and spoken English, and the ability to communicate complex information in a straightforward way, including experience of producing information materials.
Experience of developing and maintaining information systems.
Strong attention to detail – capable with numbers, facts, figures with ability to catalogue and analyse data.
Well-developed analytical, planning and project management skills; including the ability to work under pressure to tight deadlines and adapting priorities to respond to changing demands.
Good interpersonal, influencing and communication skills.
Proven ability to work independently whilst knowing when to refer for advice.
