Logistics & Security Manager

PURPOSE:
The SLM is responsible for ensuring the safe and effective implementation of UMCOR's programs throughout Afghanistan.

The SLM is based in Kabul and reports directly to the Head of Mission. The SLM will supervise the Office Manager, Motor Pool Officer, and the guard staff while working with his/her staff to build their capacity in security, logistics, and personnel management.

This will be an unaccompanied position due to security issues.


ESSENTIAL FUNCTIONS:

Security Management
Maintains awareness of the security environment at all UMCOR Afghanistan facilities and for travel and recommends actions to improve security when necessary;
Specifies, implements, and enforces security procedures at UMCOR Afghanistan's facilities, and in UMCOR vehicles;
Maintains and updates UMCOR's Security Plan and work closely:
Advises and motivates all staff on security issues;
Recommends and/or provides staff training on security or administrative matters as necessary;
Maintains a relationship with ANSO and other security-related offices (UN, military, private security companies, etc.) and inform staff regularly;
Manages and trains UMCOR's teams of guards and drivers in all aspects of security protocols;
Maintains UMCOR's HF/VHF communication network, and oversees the use of UMCOR’s vehicle fleet; is responsible for systems to ensure movement of all staff (national and international) is tracked at all times.

Logistics Management
Supervises the Office Manager;
Has overall responsibility for maintaining UMCOR's fleet of vehicles and communications equipment;
Ensures the smooth functioning of UMCOR's offices and guesthouses (directly or through delegation);
Assists in the procurement of equipment as requested;
Responsible for all staff travel arrangements in accordance with UMCOR policies;
Ensures that UMCOR's non-expendable equipment is used according to security, program, and other needs (directly or through delegation);
Ensures the good working order of all of UMCOR's non-expendable equipment;
Ensures the smooth running of all UMCOR generators and associated equipment;
Responsible for the smooth running of all Internet and IT equipment;
Maintains UMCOR's inventory of non-expendable equipment; and
Works with Afghan customs authorities and other related ministries to allow UMCOR to receive shipments of items.


QUALIFICATIONS:
Previous experience within a humanitarian aid organization in an insecure environment, preferably Afghanistan;
Five years’ experience being responsible for security arrangements, procedures, and logistics in an insecure environment;
Excellent communication skills, with good spoken and written English (essential);
Strong logistics and organizational ability is essential;
Ability and flexibility to understand the cultural and political environment, and a strong awareness of culturally sensitive issues and how to manage them;
Ability to speak Dari or Pashto languages is a plus;
Problem-solving ability with equipment ranging from PCs to vehicles;
Willingness to take extra work load or additional charges given by Head of mission.


SKILLS, KNOWLEDGE, ABILITIES:
Prefer candidate with background in management and administration.
Excellent writing, networking, management, and computer skills required; the candidate must speak and write English fluently.
Strong communication skills, diplomacy and tact are essential.
Requires someone who is proactive and has experience working in an insecure environment and demonstrates cultural sensitivity.
