Contractor shall furnish information technology support services to facilitate agency requests for development on projects across multiple agencies. The immediate need/request will be associated with the development of the Employee Group Insurance (EGI) Solution. The nature of work sought under this task order consists of contractor resources required for the design, development and implementation of the system leveraging the Google Application Engine (GAE) Platform and Java.

The project is also consists of conversion of legacy system data into a Microsoft SQL Server 2012 database that is hosted external to the GAE. This work will be accomplished using the Agile Scrum methodology. The contractor resources will use system engineering practices and approaches to leverage this agile framework to help ensure successful software implementation of the EGI solution including defining backlogs, sprint planning, sprint execution, daily scrums, sprint review and sprint retrospective. The EGI solution will use and store confidential and private data.

The system will be compliant with numerous Federal privacy regulations including the Affordable Care Act and HITECH as well as State of Wyoming regulations. The contractor resources should have a thorough understanding of building security into a solution as well as adherence to state change management processes.

Specific Deliverables Resource will be Accountable for:

The specific resources will be accountable for the following deliverables:

• Sprint Overview Report (1 per sprint)
• Sprint Code Drop with Build Report and Release Plan (1 per sprint)

The resources will be required to work with other team members and participate in:

• Daily Scrums
• Sprint Planning Meetings
• Sprint Review Meetings
• Sprint Retrospectives
• Development of a system security plan
• Contribution of necessary information for documentation to include:
o Architecture Diagrams
o Training Materials
o Maintenance and Operations Manual

Skill Area Needed:

Contractor should possess the following technical skills:

• Familiarity with Google App Engine
• Proficient in Java/J2EE programming
• Experience working with Microsoft SQL Server 2012
• Familiarity using Agile Scrum Methodology
• Experience building security into software solutions
• Proficient in writing SQL scripts
• Experience with data conversions

Skill Area Needed:

  • 5+ years’ experience in development work using the J2EE programing language.
  • Expert knowledge in programming in relational database environments, in particular Oracle 10g+ and development with large business applications.
  • Skilled PL/SQL developer, with 3-5 years’ experience in SQL scripting in Oracle 10g+.  This would include writing adhoc data scripts and batch jobs maintenance.
  • Extensive understanding and experience in developing web services, using XML or SOAP and front-end technologies such as JavaScript and HTML.
  • Familiarity with programming in a JBoss, HPUX-11i, and Apache Server environments is a plus.
  • Self-starter with the ability to work in a fast-paced, collaborative software development environment.
  • Superior communication skills.

Resource Responsibilities:

  • Perform the duties of J2EE developer augmenting the StoneRiver development staff supporting and maintaining the Wyoming Workers’ Compensation business application, Powersuite.
  • Work closely with and coordinate development tasking with the DWS Workers’ Compensation Quality Assurance and Business Analyst staffs, as well as the DWS Standards & Compliance IT Manager.
  • Adhere to, and maintain the code design standards and the development processes stipulated by the StoneRiver Development Manager.  This would be for making and maintaining code and data fixes within the WCD production environment and as previously approved by the Wyoming Configuration Change Board (CCB).
  • Report daily to the Wyoming Powersuite Project Manager on the progress being made, current coding work be work on and potential road blocks impeding the delivery of changes.
