Security and Operations Manager

Job Summary
We currently have an opportunity for a highly qualified Security and Operations Manager for assignment in South Sudan.

General Duties
The Security and Operations Manager ensures the safety and security of all Tetra Tech and its program subcontractor staff operating in South Sudan and in other Countries when necessary. The incumbent supervises, trains and mentors South Sudan-based logistics personnel and drivers, as well as security, logistics and life support personnel provided by sub-contractors. He manages and coordinates all logistics and travel arrangements, ensuring timely support and communication to meet project needs. The Security and Operations Manager reports to the program Chief of Party but is the primary program liaison with the Tetra Tech Home Office Safety Officer for matters pertaining to security in South Sudan.

Specific Responsibilities
Security and Risk Management
Serve as the project liaison with Tetra Tech home office and the U.S. Embassy RSO on matters related to the physical security of Tetra Tech and subcontractor personnel in country.
Perform quality assurance and quality review of all security related subcontracts;
Produce regular security assessments and other reports and intelligence analysis – as needed;
Provide security briefings to new employees, creating and updating security protocols and procedures;
Periodic and regular field visits to inspect the safety and security of field staff.
Develop and implement contingency and evacuation plans in the event of any health or security emergency;
Coordinate and share information with other security managers and form working relationships with local police, military, health and other officials; and
Provide quality management and oversight of logistics and security subcontractors relative to compliance with USAID contracting regulations, rules of engagement, and the South Sudanese laws pertaining to security operations.
Project Logistics
Ensure safe and timely transport of all staff (local and expatriate professionals), track whereabouts of staff at all times, and enforce curfews as and when needed;
Ensure life support including office and camp build and logistics – including living arrangements, food and housing in the field, first aid and medical evacuation;
Supervise all project drivers and logistics staff in the headquarters and field offices;
Oversee vehicle coordination and dispatch and ensure that efficient system is in place for all in-country travel (road or air movement);
Oversight for vehicle registration and supervising vehicle repair and maintenance;
Manage logistics arrangements for all staff and expats, including tracking of travel, all airline bookings of tickets, mobilization/demobilization, accommodations in country, visa and registration, etc.
Facilities Management
Maintain relationships with office and accommodation landlords, as well as office building facilities management;
Ensure all facilities and property are in proper working order and coordinate repairs/replacement as necessary;
Oversee maintenance and procurement of all office furniture, equipment and facilities supplies;
Manage vendor relationships and coordinate purchase orders signed in the field.
Reporting Requirements

The incumbent reports directly to the Chief of Party on all security-related matters of importance, matters pertaining to operations and facilities management.

Qualifications
Relevant academic training in a related field
Project management and operations experience on multi-year, donor-funded projects
Minimum of 7 years of experience in security and operations management, ideally with direct experience in Africa and in South Sudan
Demonstrated organizational, writing and communication skills
