Regional Coordinator, Maritime Security Program (MASE) - Djibouti

Background and Context
The Inter-Governmental Authority on Development (IGAD) seeks a Regional Coordinator for its Maritime Security Program – MASE.

Objective, purpose & expected results of MASE
The Overall Objective of the project of which this position forms part is to contribute to improving maritime security in the ESA-IO region and in so doing:
• contribute to global security
• contribute to creating an environment conducive to the economic development of the ESA-IO region.

The Specific Objective of the programme is to strengthen the capacity of the ESA-IO region to implement the Regional Strategy and Action Plan against Piracy and for Maritime Security.

MASE will achieve five results in line with the Regional Strategy and Action Plan against Piracy and for Promoting Maritime Security as adopted by the ESA-IO Ministerial Meeting in Mauritius in October 2010, as follows:
Result 1: Somalia Inland Action Plan is implemented;

Result 2: National/regional legal, legislative and infrastructural capability for Arrest, Transfer, Detention and Prosecution of Pirates is developed and/or strengthened;

Result 3: Regional capacity to disrupt the financial networks of pirate leaders and their financier while also addressing the structural vulnerability factors and minimise the economic impact of piracy is strengthened;

Result 4: National and regional capacity for maritime tasks and support functions are enhanced;

Result 5: Regional coordination and information exchange is improved.


Each of the four Regional Organisations of the ESA-IO will be responsible for the specific Result for which they have the lead; the relevant regional organisation and relevant EU Delegation will be responsible for the validation of the reports, as follows: for Result 1 IGAD: EU Djibouti Delegation in collaboration with EU Delegation in Kenya Somalia's Unit; Result 2 EAC: EU Delegation in Tanzania; Result 3 COMESA: EU Delegation in Zambia; Results 4 and 5 IOC: EU Delegation in Mauritius.

The Financing Agreement makes provision for the sub-delegation of powers to the other implementing RECs namely EAC, COMESA and IOC to implement their respective result areas. This was granted by letters to each REC, dated 18 June 2013.

Job Summary
Under the overall guidance of the Director of Peace and security The Coordinator of Maritime Security Program shall establish, convene, and direct the Regional Maritime Security which includes IGAD, COMESA, EAC & IOC stakeholders. She/he will develop and maintain the Maritime Security Plan in coordination with the Regional Committee, and shall be responsible for implementing and exercising the plan.

Core Duties & Responsibilities:
Initiate the formulation of policies, plan of action, programs and project proposals relating to the Regional maritime security Program;

Prepare and coordinate studies and research in the areas of maritime security;
Monitor facility compliance with federal security regulations;
Establish and maintain working relationships with key partners throughout the region and with relevant state organizations;
Coordinate security-related capacity building and maritime security capital projects
Analyze relevant security-related legislation;
Organize and service workshops, seminars and meetings on maritime security matters;
Coordinate the work of the specialized technical committee(s)and sub committees on maritime Security;
Produce and submit periodic reports on activities of the MASE Program;
Perform any other duty as may be assigned by his immediate supervisor.

Qualifications and skills
• Masters Degree preferably in the field of economics, Development Studies, Trade, Business Administration, Social Sciences, and Information Technology or related.
• Candidate must have at least 15 years relevant work experience of which 5 years to be at senior level.
• Strong experience in technical and financial management and coordination of development projects and shall be familiar with project budgeting, expenditure process and internal controls;
• Effective communication skills both written and oral. Creative and independent report writing skills and ability to structure persuasive arguments in a diplomatic way is highly desirable;
• Fluency in English is essential Fluency in French will be an added advantage.
• Excellent interpersonal skills.
• Computer literate with strong IT skills (MS office, project management software and preferably accounting and monitoring tools)

General Professional Experience
• Experience in dealing with complex multi-cultural institutional environment and a working experience with donors in developing countries (ACP countries) at senior level;
• Strong team leadership skills.
• Good moderating skills (workshops), facilitation (policy-making process), presentation (in high-level meetings), communication (with flair and enthusiasm), project and time management, advisory skills and experience in empirical work;

Specific Professional Experience
• Experience in the design and/or management and/or monitoring of EDF financed projects and programmes, covering all phases of Project Cycle Management (PCM) Must be a requirement;
• Experience in peace and security matters, maritime security or transnational organized crimes;
• Experience in managing development projects in the context of regional integration.
• Ability to demonstrate exposure to practical issues of coordination of regional programmes at national levels;
• Experience in institutional capacity building for ACP regional organizations;
• In-depth knowledge of EC guidelines on EDF processes for both conventional project approach, budget support and contribution agreements;
• Experience in issues related to aid effectiveness and donor coordination in the context of the Paris Declaration and the Accra Action Agenda.

Duration of contract: This position has an initial duration of 4 months, in accordance with the Start-up phase of the MASE Program and will then be renewed through the subsequent implementation phase of the programme (fixed at 60 months from June 2013).

Terms and conditions of Service
This position is EU funded and is a non established position whose contract terms are limited to the period of support; it may be renewed subject to performance and extension of the funding. The post offers attractive consolidated remuneration package.
