Role:

The risk management system in Afghanistan for

the German Governmental Development

Organizations aims to reduce the risks to their

employees posed by the environment. Risk

management advisory services, risk analysis and

risk assessment, combined with technical

measures, are designed to ensure personal

security for staff and support them in safely

carrying out development cooperation tasks in a

conflict-ridden environment. This is the everyday

work of Risk Management Offices (RMOs) in the

different provinces in which German development

cooperation operates. RMOs in the nine Northern

provinces of Afghanistan, where the bulk of

German development cooperation in Afghanistan

is active, are stationed in Mazar- e Sharif, Aibak,

Pol-e Khomri, Kunduz, Taloqan and Feyzabad.





Key areas of responsability:

You will, together with a National Counterpart Risk

Management Advisor, lead one Risk Management

Office (RMO) with up to 50 employees.

You are responsible for all administrative, financial

and operational aspects of this RMO.

Together with your counterpart and your team

you will monitor the security situation in your

province/s.

You advise the German development cooperation

projects in your area according to your insights

orally or in written - including sometimes

elaborate analytical reports - and take necessary

decisions, also in difficult situations and under

immense pressure.

You and your team hold contact to a

heterogeneous group of persons, ranging from

international military and Afghan officials to

representatives of the local population, who often

will not understand English nor be familiar with

Western culture.

By regular travel and project visits throughout

your area of responsibility, you generate a first-

hand overview of the area and its latest

developments, as well as the resulting challenges

for German development cooperation.

Qualifications and Experience:

You have first-hand experience of security

challenges in developing countries, away from the

capital in rural areas.

You also have prior leadership and management

experience in difficult situations and under

immense pressure.

You have in-depth knowledge of Afghanistan and

Afghan culture (preferably from having already

worked there for a considerable time); or at least

of neighboring Islamic countries.

Prior experiences in development or humanitarian

organizations, especially in crisis areas, are highly

advantageous.

You have good analytical skills and a university

degree.

You speak English fluently and have knowledge of

German. Dari or Persian skills would be highly

advantageous.

We look for a self-motivated person, who is able to

work in a highly dynamic and challenging

environment.

You are a good communicator, a patient listener

and explainer.



Most importantly, you are highly motivated to

implement a pro-active, acceptance-based Risk

Management strategy, where close connection to

the local population and not passive security

measures reduces risks.
