Safety Advisor - CAR and DRC

Duty station: Bangui, CAR with frequent travel

to DR Congo and other missions as directed by

the HQ SA or the DRC Country Directors.

Accommodation is provided.

Both CAR and DR Congo are 'non-family duty

stations' and applicants must be prepared to live

and work in an unstable safety environment with

limited recreational and social facilities,

particularly when working in field locations. It is

expected that the SA on average will spend 50%

of the time in each location (CAR & DR Congo).

Purpose:

DRC is looking for a Safety Adviser (SA) for its

programmes in the Central African Republic (CAR)

and the Democratic Repulic of Congo (DR Congo).

The SA is responsible for the development and

implementation of the DRC Safety Risk

Management System (SRMS) in CAR & DR Congo,

in close cooperation with Senior Management and

Safety Focal Points.





Main Duties and Responsabilities:

Pursuant to Chapters 19 & 20 in the DRC

Operational Handbook, the SA will:

Facilitate Risk Assessments (RAs) and support the

implementation of mitigation measures

Manage the Safety Level System (SLS) for the

programmes and ensuring they submit accurate

and timely SLS assessments

Assist in the development of contextualized risk

management policies, protocols and procedures

Facilitate programme access and continuity

through the provision of informed advice

Manage safety related information and provide

regular analysis and reporting through situation

reports and advisories

Maintain relevant safety documentation, data and

records (training register, incident tracking, etc.)

Develop, support and facilitate/deliver safety-

related training

Mentor and provide technical supervision to DRC

SFPs and other staff with safety management

responsibilities

Recruit and train a national safety officer in CAR

Ensure capacity development of the national

safety officers in CAR & DR Congo

Coordinate the Crisis Management Team (CMT),

and support programme Incident Management

Teams (IMTs)

Carry out quality control and compliance audits of

safety-related policies, protocols, procedures and

regulations, including MOSS audits

Represent DRC at inter-agency fora

Act as the focal point for the procurement of

safety-related equipment, facilities and other

resources

Conduct assessment missions to other countries/

programmes as directed by the Global Safety

Adviser

Any other duties as directed by the Country

Directors who have the lead on Safety for DRC in

CAR & DR Congo





Reporting Arrangements:

The SA will report to the DRC Country Directors,

with a technical line to the Global Safety Adviser

in Copenhagen HQ:





Minimum Qualifications:

University or higher degree in relevant discipline

At least 3 years' experience working with NGOs

and/or international agencies on similar duties

INGO Security Management Experience with a

proven ability to develop and implement effective

and contextualized protocols and systems

Proven experience with delivering safety-related

training

Proven ability to prioritize tasks and meet

deadlines

Proven ability to work effectively with minimal

supervision

Stable and robust character, team-player with a

good sense of humour

Previous experience as a trainer/instructor/

teacher

Excellent communication skills, and fluent in

written and spoken English and French

Knowledge of written and spoken Arabic and

Swahili is an asset
