MISSION
Solidarités International is an international humanitarian organization which provides aid and assistance to victims of war or natural disaster. For over 30 years the association has focused on meeting three vital needs - water, food and shelter - by carrying out emergency programmes followed by longer-term reconstruction projects. Whilst fully respecting the assisted populations’ customs and culture, Solidarités International’s programmes are implemented through the joint expertise of around 180 expatriates and 1500 local managerial staff and employees. Solidarités International is currently present in Africa (Central African Republic, South Sudan, Kenya, Somalia, Mali, Niger, Mauritania, Chad, Democratic Republic of the Congo, Ivory Coast), in Asia (Afghanistan, Thailand, Bangladesh, Myanmar and Pakistan), in the Middle East (Syria and Lebanon) and in Haiti.

Solidarités International has been present in Afghanistan for more than 30 years and has never ceased to work in the country, adapting its intervention to the changing needs of beneficiaries (from emergency relief to reconstruction to development) throughout the different historical contexts: the Soviet Union occupation (1979 – 1989), the Civil War (1989 – 1996), the Taliban Regime (1996 – 2001) and the U.S.-led international operation (2001 up to present).

Solidarités International's programmes in the Kabul Informal Settlements (KIS) focus on:
food distributions;
increasing the total quantity of safe water available, through water purification and the improvement of the equipment at water points and storage facilities;
upgrading and managing latrines, building bathrooms and areas dedicated to laundry, and facilitating the treatment of solid and liquid waste;
raising the population’s awareness of good hygiene practices, through hygiene promotion sessions and the distribution of hygiene kits.

In order to respond to the increasing number of Internally Displaced Persons (IDPs) and refugee-returnees in the KIS (over 30,000 people according to recent estimates), Solidarités International has since 2010 been implementing a programme focusing on food aid and vocational training.

Goal/purpose:

The Security Advisor’s role is to provide support to the Country Director on management of safety and security issues, particularly in an insecure complex humanitarian environment and during potential security risks and threats arising from political, military and social changes in Afghanistan.

The overall objective of this position is to mitigate the risks posed to the programmes, personnel and assets of SOLIDARITES INTERNATIONAL in Afghanistan, by conducting risk and vulnerability assessments, designing security tools, providing recommendations, implementing security rules and procedures and training staff.

Main Objectives
Gain a thorough understanding on safety and security issues in Afghanistan
Conduct a full safety and security assessment in areas of operations and develop a risk assessment in conjunction with the Country Director
Provide feedback and advice on the assessment on security risks, as well as resources, security documents, strategies and good practice for safety and security management in SOLIDARITES INTERNATIONAL’s activities including direction for future proposals.
Identify the risks against staff, beneficiaries and assets and analyze how vulnerabilities can be reduced in order to mitigate those risks so that maximum programme implementation is facilitated.
In conjunction with the Country Director, review the safety and security plan/guidelines for Afghanistan and evaluate, assess and update all SOPs and contingency plans currently in place and/or develop additions whenever required.
Insure that all safety and security procedures are implemented in time-efficient manner and that the rules are respected by all staff at all times.
Permanently working on maintaining and improving a network with various contacts and partners

Main Tasks & Responsibilities
Security context, analysis & procedures
Provide all staff with regular security reports including context analysis and security highlights, mapping of security incident and data compilation
Deliver incident report, incident mapping, compilation of security reports and assessments
Design methodologies to ensure that security information is recorded and analyzed regularly; and assumptions and potential scenarios on how the security situation can evolve
Design security guidelines and procedures, SOP, contingency plans
Conduct regular security and risk assessments for all operational areas; and provide recommendations for improving security of bases and premises and of all staff, for setting up of new bases and coordinate measures to enhance the security and mitigate the risks
Define best contingency plans per base/site
Provide security training of all staff and security briefing and induction of any new international staff
Provide recommendations on how to improve the transportation and tracking system.

Networking
Build good working relationships and develop appropriate security information with local authorities, NGO security coordination groups, the UN and other security actors present in Afghanistan
Gather information on all relevant topics from as many sources as possible
Participate in all external security related meeting and provide a feedback to the Country Director

PROFILE
Education:
Master or equivalent in International Law and/or formal security qualification or advanced security management training
Advanced level of understanding with the philosophy and mode of operation of NGOs
Former experience with UNODC is an asset

Experience:
At least 2-3 years of working experience in insecure environments
Experience in security analysis and procedures
Experience of working with INGO and substantial experience of working with teams of people
Experience in liaising with civilian, police and military government authorities, as well as with regional, national and international institutions
Experience of incident reporting, incident mapping, intelligence collation and analysis functions, set up and execution of an incident warning system (warden system), compilation of security reports and assessments

Technical skills and knowledge:
Security assessment, analysis/review experience and analytical skills
Strong analytical capacity, resourcefulness and creativity in developing the role of security within programmes and ensuring the most effective support to line management

Transferable skills:
Languages:
Excellent written and spoken English language skills
English mandatory, French and/or Arabic an asset

Other desirable qualities:
Demonstrated strong ability for analysis of very complex security issues
Computer skills (Excel, Word, PowerPoint, and Outlook)
Willingness to travel extensively to visit field sites and endure basic living conditions when travelling to these field sites
Ability to work well in unstable security environments, and under pressures

STATUS
Salaried post: According to experience from 1700 euros gross per month, plus 10% annual leave allowance paid monthly, and a monthly Per Diem of 500 USD. Solidarités International will cover accommodation and travel expenses from the expatriate’s home country to the site of the assignment.
Social and medical cover: Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.
Vacation: During the assignment, a system of alternation between work and time off is implemented at the rate of one break every three months. For a one-year assignment, the expatriate will have a 7-day break during the 3rd and the 9th month (with 500 euros allocated by Solidarités). He or she will also be entitled to go back to his or her home country for a 14-day period after six months spent on the mission (Solidarités will cover travel costs).
