Job Summary
Under the Comprehensive Peace Agreement (CPA) and the Security Council Resolution (SCR) 1996 (2011), UNMISS through the Police Advisor – Abyei (UNISFA) is mandated to, “assist the parties to the Comprehensive Peace agreement, in coordination with bilateral and multilateral assistance programs, in
restructuring the Police Service in Sudan, consistent with democratic policing, to develop a police training and evaluation program, and to otherwise assist in the training of police personnel”. Assist in general Southern Sudan Police Service (SSPS) development, training, capacity building, confidence building, reform and restructuring, monitoring and evaluation.
Principal Accountabilities
Advise the Abyei administration as well as assist the newly-formed Abyei Police Service (APS) personnel, leadership, and civilian administration in classroom, dynamic scenario training, and on-the-job venues.
Providing advising and mentoring to Abyei administration on law enforcement system development.
Provide periodic reports as determined by the Contingent Commander.
Develop lesson plans and learning objectives consistent with objectives for training courses.
Conduct classroom, field, and dynamic scenario training for APS personnel.
Advise and mentor APS personnel on training, administrative, planning, operational, and logistical functions in conjunction with UNISFA.
Other duties and responsibilities as determined by the COR in conjunction and agreed upon by UNISFA, INL, and the APS.
Knowledge & Skills
Demonstrated ability to understand report on, and develop strategies to work with complex, politicized bureaucracies and environments.
Mastery of law enforcement principles, methods, and practices to provide subject matter expertise in advising, mentoring, planning, development, and oversight in law enforcement programs.
Superior negotiation and interpersonal skills.
Ability to build and maintain key relationships in a culturally diverse environment and negotiate the resolution of conflicting views to enable the implementation of policies and programs.
A working knowledge and demonstrated proficiency in Microsoft Office products, including Word, Excel, and PowerPoint.
Excellent English communication skills (reading, listening, report writing, and oral presentation) and the ability to participate fully and effectively in conversations on a variety of topics in formal and informal settings from both concrete and abstract perspectives. This includes being able to discuss their fields of competence, explain complex matters in detail, and provide concise and coherent narrations. If a verification of English competency is requested by INL, candidates must receive a superior level rating from the American Council on the Teaching of Foreign Languages (ACTFL).
Knowledge of police system development in an international environment and/or experience working overseas.
Knowledge of strategic planning
Knowledge of management practices and policy development and implementation
Experience & Education
Fifteen plus years’ experience as a full-time, law enforcement officer in a full-service U.S. law enforcement agency with experience in a supervisory or managerial position involving operations, management, organizational development and/or strategic planning. Must have held the rank of lieutenant or above for at least three years.
Three plus years overseas experience advising senior leadership.
At least one year of international experience providing training and advising.
Master’s degree in public administration, police administration, police science, criminal justice, business administration, or equivalent field from an accredited academic institution.
Experience building law enforcement organizations with limited pre-existing capacity and formal structure.
Evidence of progressively responsible leadership experience.
Physical Requirements/Working Environment
Primary duty station(s) is located in Abyei, Southern Sudan.
May be required to respond to a wide variety of operational circumstances, including extreme weather conditions and rudimentary infrastructure.
Place of duty and environmental conditions can be extremely austere, harsh, and work can be performed under hostile and life-threatening conditions.
Ability to obtain a U.S. passport. Possession of a current U.S. state driver’s license that is valid for the full period of performance of this contract.
The officers shall be in excellent physical condition in order to meet all UN medical requirements and be able to drive a standard transmission 4×4 vehicle.
Travel
Must be able to travel within the Provinces, States, or Counties of Southern Sudan
