Deputy Mobile Training Team (MTT) Leader

Job Summary
The Deputy Mobile Training Team (MTT) Leader shall assist the MTT Leader in the management of training conducted within this Palestinian Authority Security Sector Transformation Program Task Order, including sites in the West Bank and Jordan. The Deputy MTT Leader helps supervise the activities and
personnel of the Mobile Training Team (MTT), who in turn assist local Palestinian, and Jordanian trainers in delivering INL-developed curriculum. The Deputy MTT Leader ensures that MTT members provide high quality services which are consistent with the goals of the mission, and that MTT members conduct themselves in a professional and ethical manner at all times. The Deputy MTT Leader assists the MTT Leader in performing the administrative, inspection, personnel, discipline, quality control, and reporting responsibilities of the MTT team. The Deputy MTT Leader makes certain that MTT members abide by the rules, regulations, and directives set forth by the DOS, INL and the terms of the Statement of Work.

Principal Accountabilities
AAt the Direction of the Deputy Program Manager (DPM) and MTT Leader, coordinate and seek approval of all training activities with the INL Director, Jerusalem and the INL Senior Police/Security Advisor.

Supervise and manage MTT members. The MTT members support the local delivery of training pursuant to the INL approved curriculum. This training support will be accomplished by observing, guiding, mentoring, evaluating, monitoring and generally seeking to improve the comprehension and quality of training presentation across multiple training sites in the West Bank and Jordan.

With the approval of the DPM and MTT Leader, work with INL to develop and oversee Training Familiarization, so that all subsequent MTT members become conversant in the content and delivery of the INL curriculum. Develop the skills and understanding of the MTT members, so that they can in turn help local trainers find optimal ways to present the course.

Provide training as designated by INL to the Palestinian Presidential Guard and National Security Forces.

Consult and work closely with the INL training curriculum and materials. Contribute expertise to help MTT members deliver that curriculum with advanced presentation methodologies such as kinesthetic exercises, current events, learning aids, film clips, journals, or pragmatic tests to advance the Learning Goals and Objectives. Actively seek practical discussions and exercises which enhance trainee involvement and acceptance, so that the skills learned will be remembered, appreciated and applied in the challenging environment of the Palestinian Authority.

Before any training or curriculum alterations are made, seek the agreement and approval of the MTT Leader and DPM, before seeking the approval of the INL Director, Jerusalem and the INL Senior Police/Security Advisor.
Serve as a resource to enhance the communication skills, mentoring expertise and evaluation ability of every MTT Trainer in Jerusalem, the West Bank and Jordan on an ongoing basis, as the need and the duration of classes dictate.

Maintain training records and documentation, and make them available when requested by the State Department.

Develop a comprehensive evaluation of the training, instructors, staff, facilities and logistics, and compile the results of the evaluation for the State Department.

At the direction of the DPM and MTT Leader, conduct investigations into matters concerning security, safety, property accountability, misconduct, employee injuries, automobile accidents or other events by MTT members or support staff. Identify and initiate corrective action, as needed and as agreed to by INL and the DPM.

Perform other duties as assigned.

Knowledge & Skills
Ability to pass the pre-employment screening, medical, psychological, physical fitness, and SF85 (No Objection) clearance.

Ability to supervise and manage a diverse staff of up to 40 MTT members and support staff working at geographically disbursed locations. To include:

Personnel management and scheduling

Project management

Administrative oversight of project, personnel, and fiscal resources

Employee training, mentoring, and discipline

Managing training teams

Curriculum development, review, and delivery

Demonstrated, applied knowledge of Adult Learning Theory, Facilitation, Motivation, Behavioral Science, Strategic Planning and Leadership

Expertise in Training Needs Assessment, Gap Analysis, and Instructional Design

Effective evaluation of MTT members and assessment of work product (how well the students learned)

Ability to effectively communicate verbally and in writing with high-level INL staff, government officials, and DynCorp senior management.

Demonstrated proficiency in computer programs, especially word processing, “PowerPoint” and other presentation programs, as well as “Excel” or other basic spreadsheets

Experience & Education
Bachelors Degree (preferred) plus advanced training and experience in Instructional Design, Training Delivery, Performance Evaluation, Leadership and Supervision of personnel.

Two (2) years experience related to Training design, delivery and evaluation. Strongly prefer foreign experience in a high-risk Middle-Eastern locale. Two (2) years experience in a role of personnel management and supervision.


Physical Requirements/Working Environment
Ability to possess U.S. or acceptable Foreign Passport

Demonstrated ability to work in difficult and possibly dangerous environments, preferably in a Middle-Eastern locale

Travel

The ability and willingness to travel and work extensively within the countries of Israel and Jordan, as required, under sometime austere conditions.
