Maritime Security Program Trainer

Job Description:Engility is looking for qualified and experienced trainers in a range of specific backgrounds and experience to support a major maritime security program being implemented in Equatorial Guinea. Candidates must have experience in education and training and experience or
education in one or more of the specific functional areas noted in this solicitation. A solid working capability in the Spanish language, a maritime and security or defense experience, and experience in international environments will be significant advantages.

Brief Position Description
This program involves developing/updating, and delivering training programs supporting a national maritime security program, including operations, systems utilization, and doctrinal implementation. Host nation personnel will be trained to employ, operate, and maintain the systems, to include communications and command and control functions.
Responsibilities will include preparing and presenting Programs of Instruction (POIs), lesson plans, and training support packages. Additional responsibilities include coordination with the host nation and selection of personnel to be trained; ensuring delivery of accurate and high quality training, to include exercises, on a well developed and coordinated calendar; development and implementation of measures of effectiveness to validate training.

Functional Areas
1. Scheduling- Scheduling, coordinating, and synchronizing all training and related support requirements.
2. Systems Operations and Logistics – Work with technical team and manufacturer’s representatives to develop and train host nation personnel in establishing, operating, and maintaining a logistics support system in coordination with our contract team to support the Maritime Security Enhancement Program and its components, primarily communications and surveillance equipment.
3. Systems Maintenance – Will work with technical team and manufacturer’s representatives to develop and train operator level maintenance on communications, surveillance, and operations systems equipment.
4. Operations Center – Develop and deliver training in Operations Center processes, command and control, crisis management, interagency coordination, planning and management, systems and equipment employment (primarily communications and electronic display systems), and selection/training of Operations Center personnel. Develop and assist in conduct of Operations Center training and capabilities validation and certification exercises.
5. Crisis Management and Decision Making – Develop and provide training for supervisors and provide orientation courses for senior leaders in crisis management and decision making. Assist in the selection/training of host nation personnel in this functional area and in the design and conduct of crisis management exercises.
6. Threat and Security Analysis - Develop and provide training in threat and security analysis at both the national and tactical levels. Training will include but not be limited to techniques and tools for analysis, information gathering and sources, pattern analysis, report formulation, risk evaluation, and threat mitigation.

Responsibilities
· Develop, coordinate, and implement training programs, to include POIs, lesson plans and training support packages
· Ensure training schedules are met and quality training is delivered.
· Assist the host nation in defining training requirements, functions, and responsibilities.
· Manage and enhance customer relationships
· Manage training deliverables, schedules, and reports in the specified training areas.
· Manage training materials used in classes and in course preparation.
· Perform training program effectiveness analysis and student performance monitoring/reporting

Contribute to organizational process development and refinement.

Qualifications
***REQUIRES FLUENT SPANISH – Reading, Writing, Speaking**
Education
Required: BA or BS in a related field.
Desired: Bachelors or Graduate level education in training/education, or related fields. Instructor certification by a competent authority.

· Experience
Required: Four to seven years relevant experience in training or education. Demonstrated successful experience with developing and delivering education or training.
Desired: Experience in maritime security, especially port and territorial waters security, ideally as a member of the Navy or Coast Guard. Familiarity with telecommunications, communications, or surveillance systems. Experience in working in an international environment, with host nation partners.
· Skills / Certifications
Required: US citizenship. Live in the host country, with travel to home location offered on a recurring basis.
