EMPLOYER GERES (www.geres.eu) is a French NGO working worldwide for the improvement of people’s living conditions through preservation of environment and fair and sustainable energy access. In Afghanistan, GERES has been working since 2002 in the fields of energy efficiency and rural development. CONTEXT Afghanistan’s security and political situation remains plagued by uncertainty, stemming from the withdrawal of United States and NATO combat troops, the upcoming presidential election, and the stalled peace negotiations with the Taliban. Criminality, election campaign, general insecurity, weak governance, lack of infrastructure, and the Afghan Government's difficulty in extending rule of law to all parts of the country pose challenges to the implementation of GERES current programmes. POSITION As a manager the role will provide, professional security advice, support, guidance, and expertise to the Country Director. Through leadership and expertise
the Security Coordinator will enable, ensure, and report compliance to GERES security management system. This, while achieving effective access and continuity of operations through close cooperation with programmes and enabling GERES staff to conduct their work in a confident, safe, appropriate and effective manner.

Expected tasks of the Security Coordinator are the following: • General security management of the mission: Provide all staff with regular security briefings and updates and ensure that all staffs adhere to security policies and procedures; Conduct regular security and risk assessments for all operational areas; alert the Country Director in case of danger of teams. • Supervise the security staff performance (Security Focal Point, Guards, drivers…) and train them to improve their efficiency and knowledge on the security topics. • Participation to coordination meeting: regular contact with other NGOs and other external actors to gain security information and analysis; take part in interagency security meetings. • Define security rules by delegation of the Country Director: o Centralize security plans bases, control their relevance, conduct site review, and making recommendations; under the supervision of the Country Director, monitor and evaluate compliance of programmes and locations with security o Take part in the update and follow up of security guidelines, work on and improve security procedures o Participate in the context analysis: collect and analyse information at national level, and report to the Country Director; o Define and implement the security plan at the regional, national and provincial level such as Emergency Response and Crisis Management, Physical Security, Information Protection, Incident Management and/or Investigation; o Review and monitor logistic aspects of security (verify compliance of material and human resources means...) . o Replace the Country Director on security aspects while this latter is abroad, and participate in the GERES Afghanistan coordination team. • In close collaboration with the Country Director, liaise with the regional coordination and the headquarter in France REQUIREMENTS • Education: n/a • Experience: At least 3 years of experience in security management, preferably in NGOs and unstable area • Languages: Fluent English, French an asset, Persian (Dari) appreciated; • IT skills: Proficiency in Office and Internet software; statistical analysis and GIS an asset; • Skills: o Strong interpersonal and problem solving skills, o Understanding of the political and cultural context in Afghanistan and strong interest to work in the region. o Stress management o Very good interpersonal skills. o Capability to work under pressure.

Contract Conditions • French fixed-term contract (CDDU) of 6 months, starting in March 2014, renewable; • Salary based upon profile, experience and GERES salary grid; • Position based in Kabul, with occasional travels to Bamyan; • Accommodation in GERES guesthouse with a monthly living allowance of USD 300; • 1 return tickets between Afghanistan and home country and 1 lump sum allowances of EUR 400 for intermediary breaks in the sub-region; • 13 days of paid leaves + 5 R&R days per intermediary break; • Covered and managed by the employer: Afghan visa & work permit costs; health, retirement, and unemployment insurances costs (partly); repatriation insurance.
