Security Advisor - Lebanon

Employer: Oxfam

Location: Lebanon



Role:

The purpose of this role is to support senior

managers, field and office staff, and our partner

organisations in effectively mitigating potential

security threats, the role will be based in Beirut,

Lebanon but will be expected to provide support

to all 3 countries and may require regular travel

between the locations.





Salary:

£21768 – £31014 net per annum





Key areas of responsability:

Analysis

Ongoing systematic analysis of the context,

actors and developments in relation to the

security situation, provide up to date and

comprehensive context and risk analysis to senior

managers.

Revise security procedures and advise managers

on appropriate actions based on ongoing analysis.

Supporting senior managers on reporting,

documentation, and updates of evacuation and

security management plans.

Supporting staff in reporting security incidents

using Oxfam's incident reporting system.

Follow up all incidents with lessons learned and

advise revised security procedures if needed.

Maintain close contacts with all relevant

stakeholders to develop a network and build

relationships with key actors to ensure gathering

of reliable security information.

Undertake regular and ad hoc security

assessment missions as necessary, in order to

gather information and to analyse the overall

security situation in existing and potential areas

of intervention; either providing management

with recommendations for action and/or working

directly with field teams and management.

Regular visits to programme areas to review and

update security procedures

Establish and ensure consistently updated actor

mapping for all areas of Oxfam programming.

Ensure that gender and diversity are a key

consideration of all security assessments and

proceeding guidelines specifically address the

needs identified

Security system

Support and advise country management staff to

maintain a security management system which

allows for the continuous updating of security

measures.

Advise and support the Syria Response Senior

Management team members with regards to

updating the security management system.

Develop a network specific to reporting security

information, reporting and analysis, ensuring the

information is recorded and analyzed regularly

and disseminated among Oxfam staff in each of

the three countries.

Ensure the security management system is in line

with existing Oxfam security policy, protocol and

approach.

Support the senior management teams with crisis

management support to manage security

incidents, reporting and analysis.

Review security management systems on an

ongoing basis, and conduct post-incident reviews

to immediately address any gaps ofr changes

needed.

Ensure that the supporting departments (HR,

Administration and Logistics) have in place an

appropriate system to facilitate good security

management.

Develop and update actor mapping in the

locations in which Oxfam is working

Security awareness and capacity building

Work with security focal points in each country,

especially Security Officer in Lebanon to build

capacity to support country security systems.

This will include designing development plans,

capacity reviews, task accompaniment etc, in

coordination with country level line managers.

Influence staff attitude and behaviours towards

safety and security, and facilitate a process to

improve the security culture of Oxfam

programmes.

Ensure that all staff have the necessary security

skills and awareness that they need to be

effective, by providing appropriate learning and

development opportunities, including delivering

training.

Design and deliver security management training

to Oxfam partners and provide advice to partners

when needed.

Ensure that all staff and visitors receive

appropriate security briefings.

Ensure that an appropriate system is in place to

provide security information to travellers in

advance of their departure.

Deliver trainings which support security

awareness and management. Conduct incident

management and Crisis management exercises

and simulations to ensure greater preparedness

and capability amongst all teams, in security

management.

Participate in inter-agency security forums and

meetings.





Qualifications and Experience:

Essential

Considerable practical experience of security

assessment, planning and implementation of

procedures in the context of UN or NGO

humanitarian operations in insecure areas.

Excellent analytical skills including context and

actor mapping and analysis.

Proven influencing and negotiating skills with

internal and external audiences including in

complex and stressful circumstances.

Proven experience of field based training in

security management and procedural issues.

Ability to advise and support field staff in a

consultative manner.

Excellent communication and interpersonal skills,

together with the capacity to remain calm under

pressure and not lose sight of strategic priorities.

Must be organised and efficient.

A sound understanding of the importance of

gender in humanitarian work.

Sensitivity to cultural differences and the ability

to work in a wide variety of cultural contexts.

Willingness to travel to all areas of the region at

short notice, often in difficult circumstances and

potentially conflict areas.

Committed to Oxfam principles.

Ability to speak and write English and ideally a

working knowledge of Arabic
