Teams (CAAT) Rule of Law Advisor

* The Rule of Law Advisor provides

expert, reliable and frequent advice on

operational and strategic legal matters as

they apply to COIN.

* The Rule of Law Advisor shall provide

analysis and recommendations including,

but not limited to, developing and

evaluating national and provincial legal

and correctional systems IAW guidance

provided by designated ISAF and GIRoA

authorities, providing input on border

control, counter narcotics programs,

investigation and detention procedures,

uses of force and the application of the

law of armed conflict.

* The RoL Advisor shall assist in

developing host nation judiciary

capability and capacity IAW applicable

ISAF and GIRoA guidance, and effective

integration of law enforcement elements

into all levels of host nation legal system.

* As directed by CAAT Commander, the

RoL Advisor shall provide advice and

assistance to the ISAF Rule of Law Field

Force (ROLFF) and other national and

theater programs.





REQUIREMENT

* This position requires the person to be

an attorney with a minimum of 15 years

national agency, military or legal practice

experience demonstrating expertise in

legal aspects of national security and

intelligence issues, with a firm

understanding of international law,

operational law, media and military joint

strategy and operations.

* This position requires expert knowledge

of how quality of governance and

instantiation of democratic institutions

can be evaluated.

* This position requires superior

communications skills and experience

working daily with General Officers or

equivalents on operational or

administrative elements.

* This position requires a TS/SCI

clearance.
