Job Description American Systems is currently seeking

a seasoned Law Enforcement/Military professional

for a position on our Criminal Justice Program

Support (CJPS) program in Palestine. The

individual will serve as a General Military Training

Commission (GMTC) Trainer Mentor and be

located at CTI in Jericho.





About the INL CJPS Effort:

The Bureau for International Narcotics and Law

Enforcement Affairs (INL) continues to work in

partnership with the United States Security

Coordinator (USSC) towards strengthening skills,

competencies and abilities of the Palestinian

Authority.

The objective of these efforts is to help the

Palestinian Authority (PA) develop professional

security institutions, accountable to and under

legitimate civilian authority, that effectively

combat terrorism and criminal threats to law and

order, perpetuate an environment of security and

stability for the Palestinian people, be able to

provide for the national security of a future

Palestinian State, and serve as a stable and

peaceful neighbor to the State of Israel.







Job Description: The General Military Training

Commission (GMTC) Training Delivery Trainer/

Mentor (TM) provides support to the GMTC in the

development and implementation of GMTC

Training Delivery capability improvement

programs. The position provides support and

partnership with GMTC Training Delivery

organizations to design, develop, facilitate,

deliver, and assess targeted leading practice

change management/transformation initiatives

within GMTC to facilitate successful Training

Delivery activities in response to GMTC Training

Delivery needs and requirements.





General Responsibilities:

• Consistent with guidance from INL and USSC to

meet goals and desired outcomes of related USG

sponsored assistance :

• Advise and assist in the creation of GMTC

Training Delivery organizations.

• Teach and mentor the Staff on the

fundamentals of the Operations Process: Plan,

Prepare, Execute, & Assess. This process will in

turn build a basis from which the director and his

Staff will understand and interact with the

dynamic nature of the Operational Environment

(OE) and make security sector decisions.

• Advise and assist GMTC training organization

leadership and staff in the leadership,

management, and organization of training

operations.

• Advise and assist the GMTC in the development

and implementation of SOPs and processes to

ensure effective and efficient operations.

• Be prepared to support on-going GMTC-run

training courses through delivering instruction as

well as preparation of instruction, instructional

aides, and courseware.

• Advise and assist the GMTC training

organizations in course design and curriculum

development and delivery.

• Advise, train, assist, and mentor all GMTC

instructors.

• Advise and assist the PASF in the selection of

instructors.

• Liaise daily with USSC, to ensure coherence

between the USSC/ PASF vision for GMTC and

realizable deliverables.

Job Requirements Required Education: Bachelor's Degree in

management, public administration, security

studies or related fields (advanced degree in area

of expertise or related field preferred)





Required Skills /Experience:

• Minimum ten years of military, civilian law

enforcement/government or corporate

experience related to security sector

development and assistance, or

combination thereof

• Minimum two years overseas experience in

any combination of military or law enforcement

training and/or institutional development/change

management/capacity building program

implementation

• Proven track record of designing and

implementing practical programs and solutions in

area of expertise

• Minimum of five years of supervisory

experience

• Proven consulting skills from assessment

through implementation

• Proven ability to coach, teach, and mentor

others

• Excellent interpersonal, written, and oral

communication and presentation skills

• Proven ability to work well with others

• Proficient at basic office computer programs to

include Microsoft Word, Excel, and PowerPoint

• Ability to obtain a Moderate Risk Public Trust

(MRPT) certification
