Security Adviser , Iraq

Employer: Norwegian Refugee Council, Iraq





Team/Programme:

NRC Iraq works with both IDPs living in informal

settlements in Baghdad and with Syrian Refugees

in the Iraqi Kurdistan Region (KR-I). Activities

focus on WaSH, Shelter and Education activities

in several Refugee Camps and in Refugee Urban

Settlement in Kurdistan-Iraq.



Post type:

The Security Adviser reports to the

Country Director.

Duration:

18 Months (subject to funding)

Location:

Baghdad, Iraq, with extensive travelling to field

offices including Erbil and Dohuk in the Kurdistan

Region (KR-I). Iraq is a non-family duty station.





Key areas of responsability:

Establish and manage a sustainable security

system to NRC standards

Develop capacity within the security department

and country organization

Quality assure implemented security system

Advise CD on all security related matters

Be a part of the country management team

Conduct training on all levels in the organization

Produce short and long term assessments and

projections related to local power structures and

relevant dynamics

Be the security focal point towards Head Office in

Oslo

Advise the CD and other relevant staff

Monitor the humanitarian situation in the project

regions and consider strategic and immediate

responses

Undertake regular travel to field sites

Collect and exchange information with relevant

bodies

Liaise on security issues with external actors

Monitor, maintain and review security and safety

structures, SOPs and operational guidelines

Develop/review communication procedures and

protocol

Develop/supervise briefings, seminars and staff

raining

Produce regular reports on security

Security support to Programmes

Staff security and training

Design and execute yearly security training plan

as a part of risk mitigating measures

Ensuring that each new employee receives an

appropriate security induction briefing





Qualifications and Experience:

Minimum 3 to 5 years relevant experience

working in humanitarian/ recovery/ development

context

Military or police training and experience, or

formal security and program access education

Documented experience in international

operations on security and operational planning

Demonstrated ability to work under difficult

conditions and a high degree of pressure

Experience in administration and team

management

In country (Iraq) experience in cultural

awareness, community – NGO relationships

Initiation & implementation of new programs

Relevant university degree/higher education,

preferably security management or international

development





Essential skills:

Experience in liaising with civilian and military

government authorities as well as with regional,

national and international institutions preferable

Significant political and cultural awareness,

experience working in settings where insecurity is

a major issue

Analytical skills and experience

Demonstrated leadership and management skills

Understanding of complex emergencies/crisis

contexts

Communication, interpersonal and negotiation

skills

Fluency in the English language

Above average computer literacy

Holder of a valid international driver's licence

Knowledge of the political situation in Iraq and

the wider Middle East region, and knowledge of

Arabic and/or Kurdish languages is desired
