Security & Operations Manager – Private Sector Growth, Niger Delta (MADE)

Programme Overview:
Market Development in the Niger Delta (MADE) will use the Making Markets Work for the Poor (M4P) approach to generate pro-poor and inclusive economic growth in the non-oil sectors of the nine Niger Delta states. The programme’s stated objective is to raise the incomes of at least 150,000 poor people, of whom 50 per cent will be women, by at least 50 per cent. In achieving this objective, MADE will work closely with the Chevron Foundation for Partnership Initiatives in the Niger Delta (PIND) programme. Initially the project will be based in Warri, prior to potentially moving to Port Harcourt.

Objectives of the role:

The Security and Operations Manager will work with DAI’s Global Security Director to set up safety and security mechanisms for the MADE Team. The Security and Operations Manager will then take responsibility to manage and maintain the day to day security and safety systems of the MADE team for the duration of the programme. You will be responsible for managing the logistics and security across the Delta Region for the team working on the project. You will also be responsible for keeping the Team Leader updated on all security incidents that may impact the programme as well as weekly security updates to the wider team. You will develop site specific security plans; including policies and procedures in line with the standard DAI operating procedures with assistance from the Head of Global Security for DAI.

To be eligible for this role you must have worked in a previous security role for a development organisation, international NGO or international assistance organisation. Additionally you will have had previous management experience.

Duties and Responsibilities:
Implement the Programme Security Plan in line with DAI’s security policies and procedures.
Maintain and operationalise the Programme’s Crisis & Incident Management Plan in line with DAI’s security policies and procedures.
Conduct Security Risk assessments of travel routes, project offices and residences / hotels
Implement a travel management and risk monitor plan
Act as a bridge between the field and DAI’s Global Security Director for issues related to security risk and crisis
Work with the Team Leader and Finance and Administration Manager in terms of procurement, and day to day operations.
Gather security information and establish an international and local network for information
Provide training on security awareness and crisis management to all incoming staff and/or periodic situational briefings when requested.
Provide regular security briefings to the team leader and all programme staff
Provide weekly and monthly situational reports to Global Security Director and team leader
Coordinate and manage contracted personnel security details
Manage and train office and key personnel residence guards
Update security strategy in collaboration with Global Security Director as necessary.

Key Skills & Qualification:
Educated either in security risk management practitioner level or related degree
Demonstrated experience in security management in a high risk environment
Previous or current experience working in Nigeria, including the Delta region
Proven interpersonal skills and ability to work with international staff
Proven management experience
High standard of written and spoken English
Previous experience working with an international development organisation, international assistance organisation, or international NGO
Demonstrated understanding of the role of a security manager in the context of development work
