EQUALS Deputy Program Security & Risk Manager

Summary:
The EQUALS Deputy Program Security & Risk Manager (DPSRM), under the direction of the EQUALS Program Security & Risk Manager (PSRM), supports in the planning and implementation of all EQUALS safety and security risk management policies and procedures to ensure the protection, safety and security of the EQUALS IRD program facilities, operations, personnel (expatriate and national), equipment and information. The DPSRM is responsible for the following key areas of security and risk management for EQUALS:


The Deputy ensures effective, safe operation of all EQUALS activities in Kabul and across Afghanistan with direction from the EQUALS PSRM, including expatriate and national staff mission planning and monitoring, through mitigating risk, assessing IRD’s profile and designing internal and contracted protection systems and services.
This position acts as PSRM in his absence, liaising directly with the CoP EQUALS and the IRD EQUALS security teams, to ensure mission and combined compound security plans are maintained and improved, when and where necessary, and will from time to time be required to coordinate with other agencies in matters pertaining to security risk management.
This position is also responsible for day to day operations and training of the APPF along with the RMC sub-contractors. Implementing and improving the daily operation and effectiveness.
Provides oversight of the Security Logistics Subcontractor, to ensure compliance and serviceability of provided vehicles and equipment.
The DPSRM will provide leave cover for the following EQUALS projects but not limited to, KHPP, and Camp Liz, as and when required.


Essential and Specific Job Functions:
The DPSRM day to day responsibilities are:

Supports the PSRM in liaison with other security stakeholders to ensure the successful completion of program deliverables to the EQUALS as contracted.
Under direction from the PSRM develops, plans, organizes and directs the activities of mobile security staff in order to meet IRD EQUALS needs and ensures their actions comply with legal and regulatory requirements.
Routinely inspects the IRD EQUALS facilities along with the Senior APPF Officer and performs formal assessments to ensure they conform to the overall compound security plan.
Responsible for Supervision of the IRD EQUALS Guard Force Manager, Operations Shift with a remit to maximize safety and security of field deployed local national staff whilst they conduct IRD EQUALS missions.
Directs and oversees the function of the IRD EQUALS Operations Room which monitors mobile operations by international staff.
Develops procedures to obtain and analyze security assessment reports from external sources and provides relevant security information to PSRM in a timely manner.
Works with the software development team to develop and refine security-related mobile and cloud-based technologies to improve utility of security monitoring and reporting.
Reports irregularities, security threats and security breaches utilizing IRD’s reporting system.
When directed, oversees the investigation of crimes against IRD staff and property in conjunction with law enforcement when appropriate.
Enforces security policies and procedures and directs the subcontractor risk management provider in the enforcement of compliance.
Provides oversight and guidance of subcontractor risk management provider training and mentorship of the Afghan Public Protection Force, as well as training provided to IRD staff.
Under direction from the PRSM, and as needed, maintains control of IRD’s relationship and coordination with USAID, APPF and DIAG to ensure IRD requirements are met.
Oversight and control of subcontractor risk management provider with responsibility to formulate emergency policies, determines program and personnel security-related needs and coordinates emergency response to all security situations.
Oversight and control of the subcontractor security vehicles and equipment service provider, to ensure vehicles and equipment are both available and serviceable in accordance with contract requirements, to support field missions.
Reviews and updates the Compound Security Plan, Mission planning and travel procedures.
Other duties as assigned.

Required Skills & Experience:
5+ year’s security management experience in high threat environments.
8+ year’s in the military or law enforcement attaining a minimum of SNCO rank or equivalent.
Advanced knowledge of Microsoft Office Suite and Android-based smart phone operation and applications as well as satellite-based communication.

Preferred Skills & Experience:
Bachelor’s degree.
Demonstrated working knowledge of corporate security risk management strategies.
Demonstrated experience in security program design and management of security services contracts.
Demonstrated knowledge of NGO culture and security strategies.
Demonstrated knowledge of and experience with Google maps or similar.

Travel Requirements:
Up to 60% of the year.

Physical Requirements:
All IRD personnel who work in Afghanistan must be physically able: (i) to function for extended periods of time wearing personal protective body armor weighing approximately 35 pounds and a helmet weighing approximately 5 pounds; (ii) to walk comfortably over rough terrain; and (iii) to ascend up to six flights of stairs on a daily basis. Candidates will be required to provide medical certification to IRD's satisfaction of the absence of any conditions that might impair a candidate's ability to meet these requirements.
