The Organisation and the Project
Coffey International Development is a global development consultancy focused on improving the lives of people living in some of the poorest and most unstable regions of the world. Coffey is bidding on the Libya Security, Justice and Defence programme, a DFID funded programme that will work to improve the ability of the Libyan Government to provide security and justice services, including a competent and well-trained police force and a functioning and professional Ministry of Interior.

We are seeking expressions of interest for the position of Team Leader.

The Position
As the Team Leader you will lead and manage the full programme and ensure that it effectively delivers against terms of reference and budget. This will involve leading the delivery of all outputs, managing a large team of project staff, including national and international expert consultants. The Team Leader will develop and maintain strong relationships with programme stakeholders and Donors.

Your key responsibilities will include:
Overall programme leadership and responsibility for delivery of results against contract, workplan and logframe targets.
Management of an in-country implementing team, including national and international expert consultants and operational staff.
Leading relationships and ensuring participation of programme partners and stakeholders, and coordination with other initiatives in the sector in Libya.
Providing special technical expertise, relevant to one or more core programme components, such as capacity building of police or other security and justice actors, strengthening policy and oversight, development of public security and justice institutions.

The Person
You will have a degree in Justice/Security sector and relevant experience in Project Management.
Proven diplomatic skills and experience working with Government and Ministries;
Demonstrated ability to lead and manage similar, large and complex donor funded programmes;
Previous experience working with DFID or other donors;
Excellent, proven interpersonal, verbal and written communications skills;
Experience working in Libya or Middle East North Africa region;
Arabic language is an advantage
Demonstrated ability to share skills and knowledge with others;
Proficiency with office computer equipment and software.
