Overall objective
LISSF is an initiative to establish an organization that provides critical environmental analysis to members and clients, so that they can make informed policy and operational decisions. LISSF intends to achieve this through establishing an interactive platform that provides analysis on Lebanon and its regional environment as it relates to LISSF member activities. LISSF and its products are Predictive, Enabling and Innovative.
LISSF is formed from International Non-Governmental Organizations (INGOs), International Organizations (IO, Development and Humanitarian) and Civil Society Organizations in Lebanon. The LISSF is hosted and chaired by the Danish Refugee Council (DRC).
The Consultant is responsible for coordinating the DRC and Danish Demining Group (DDG) suite of safety and security training provided to LISSF members, clients and stakeholders in Lebanon, working on the Syria Crisis and operating in the Middle East North Africa (MENA) Region. This will be done by:
Assisting the DRC-Deputy Regional Safety Advisor in conduct of DRC-Lebanon/LISSF suite of safety & security training, including support administration.
Becoming a qualified trainer, under mentorship of the DRC Deputy Regional Safety Advisor, in the suite of training DRC-Lebanon/LISSF:
a. Hostile Environment;
b. Hostile Environment Driver;
c. IO/INGO Safety Management; and
d. DRC/DDG Hazardous Environment Awareness Training.
Developing new training for the LISSF and DRC-MENA.
Establishment and Business Development, including sustainable funding streams, of the LISSF safety & security training institution, incorporation with DRC-Lebanon.
The consultant is also responsible in assisting the normal office management of the DRC-Lebanon/LISSF-training institution.
The consultant reporting is to DRC-Deputy Regional Safety Advisor (also current LISSF Chair) and LISSF Executive Committee, along with coordination of the LISSF community. Female applicants strongly encouraged to apply.
The consultant will provide technical expertise, representation and evaluation on security and safety training needs and provision.
The role will require a candidate who is affable, consultative and highly communicative in leadership and representation with a solid working foundation in International Organizations and risk management. The consultant will have credible field-based risk management experience specifically in complex operating environments as well as a strong understanding of adult educational psychology.
The candidate will also have broader risk management technical understanding and applied knowledge. Recent working experience using established humanitarian safety and security good practice is required as is experience with the managerial approaches, project and operational management and overall modus operandi of managing risk for staff and partners.
The candidate should have excellent written, oral communication abilities and adult instruction skills. A specific understanding of the Lebanon context is important; this should include cultures, traditions, social dynamics, the economic and political history and the current economic and political situation as well as the key regional issues associated with the Syrian Crisis.
The consultant will report to the DRC Deputy Regional Safety Advisor, the Chair of the LISSF Executive Committee. However, as LISSF is a shared resource for members, performance evaluation will conducted with the participation of LISSF Executive Committee.
Responsibilities
Safety and Security Instructor
• Be qualified in the preparation, delivery and management of the DRC-Lebanon/LISSF suite of safety and security training.
• Develop the training suite, including support to the conduct of DDG-HEAT training in MENA.
• Business development of DRC-Lebanon/LISSF training institution including long term client base, sustainable funding models and innovative training delivery modalities.
• Under direction of the Chair ensure LISSF has a strategic training plan, including integrating training resources available in the LISSF and broader INGO/IO community, Lebanon and Regionally.
• Capacity Build key LISSF staff and member’s staff in training development, delivery and management.
• Program Quality & Development
• Promote a culture of learning and excellence in service provision and transparency across services to prioritize and ensure highly responsive, high quality subject-matter expertise and support to beneficiaries and operational credibility to all stakeholders.
• As a management and operational principle establish open, consultative and reasoned methodology, coherent implementation and strategic program development of safety and security
training.
• Monitor and review with the Chair and Executive Committee progress towards meeting
training objectives.
• Analyze and develop training objectives and services in tune with prevailing needs and the potential for change and new crises within the Lebanon and Syria Crisis context.
• Assist DRC and other Executive Committee grants unit in timely reporting to Donors and preparation of proposals.
Staff Development & Supervision
• Supervise and mentor all training staff within the functions of his/her role.
• Ensure a strong working relationship between DRC and Executive Committee management, program and operational support staff.
• Work with the Chair of the LISSF to ensure ongoing and measurable professional development of training staff.
Qualifications
• Honors or Masters level degree in International Relations, Law, Business, Development or Security Studies.
• At least 5 years of experience in a risk management role with humanitarian, civil society and/or development International Organization including at least 2 years of experience in adult instruction.
• Experience in grants management and business development within IO/INGO/Donor
community.
• Experience in managing a training institution.
• Wide and in-depth awareness of the current and historic risks faced by aid workers and related mitigation including awareness of current trends, technological tools (communication, GIS and networking platforms), relevant academic research, and operational and training doctrine (Interaction Modules, ECHO security reviews, GPR8, etc.)
• Ability to successfully manage multiple priorities.
• Excellent written and verbal communication skills
• Ability to operate in a multi-lingual, dynamic and changeable complex operating environment.
• Ability to quickly adapt and innovative methods of communication with new technologies;
• Able to work under pressure and good at timely decision making;
• Excellent written and spoken English, Arabic and French is desirable but English is the working language of the LISSF;
• Competent in Microsoft Office and an interest in the potential of new and social media;
• Knowledge and/or experience in conflict management, protection, or other related field;
• Excellent professional approach and strong team building skills;
• Strong coordination and representation skills and well versed in convincing and clarification of views and points;
• Embraces culturally diversity and highly tolerant; and
• A sense of humor is absolutely mandatory.

Conditions
Availability: 19th August
Duty station: Beirut, with extensive travel throughout the country.
Contract: 19th August – 31st December (60 days over 5 month)
Salary and conditions $400 – 450 per day depending on experience, accommodation, Insurance and Travel will be covered
