Metro Area) To Apply: https://re12.ultipro.com/BOY1000/JobBoard/JobDetails.aspx?__ID=*C00ECE348E60CCFC Job Description Under the limited direction of the Senior Vice President, Government Relations, the Legislative Director advises the Senior Vice President of Government Relations on all legislative areas; and in collaboration with the Director, Policy and Advocacy, this position assists in the development of policy positions and legislative initiatives. Duties and Responsibilities: Ensure Government Relations staff is appropriately educated and informed, and remains focused on carrying out BGCA's legislative and funding goals. Provide regular legislative updates to Senior Vice President, Government Relations and work in conjunction with the SVP to diversify and increase Federal Funding for Clubs through BGCA. Educate targeted Members of Congress, congressional committees and agency leaders to align with Boys & Girls Clubs programs, strategic plan, marketing, and government relations, and drive funding efforts forward. Identify appropriate policy goals and platforms, and recommend the best way to achieve success through the many possible avenues of the legislative process. Consider such factors as legislative precedent, committee jurisdiction, and related authorization bills. Provide legislative and policy research, technical reports and data analysis for use by the Office of Government Relations as needed. Draft legislative language, letters and talking points as needed to assist Congressional staff in their effort to advance BGCA’s legislative agenda. Schedule Member of Congress visits for Senior Vice President, Government Relations and other BGCA leaders as requested, preparing and providing all supporting materials as needed. Prepare materials for BGCA Board of Governors and Government Relations Committee as needed. Spend a minimum of 8 hours a week on the Hill to build and maintain productive relationships with Members of Congress and Congressional staff. Attend Committee Hearings and briefings related to BGCA’s legislative priorities. Oversee and monitor the progression of bills, by which BGCA is affected, as they move from Committee to the floor. Monitor legislative activity in the House and Senate and handle long-term and short-term legislative planning. Prepare annual Congressional priorities document. Research and prepare analyses on various related topics. Work to formulate positions on legislative issues. Evaluate, analyze and recommend strategies and tactics on bills and positions. Create talking points, legislative memos, and correspondence for Senior Vice President , Government Relations as needed. Maintain up-to-date status reports on all legislation affecting BGCA. Perform other related duties as assigned by the Senior Vice President, Government Relations. Demonstrate BGCA mission driven values of integrity, excellence and inclusion and integrate into work environment and ways of work. Adhere to published organizational policies and procedures as described in BGCA’s Employee Handbook, Ethics Policy, and elsewhere. Qualifications: Education: Bachelor’s degree in related field. Desired Skills & Experience Experience: Minimum of ten (10) years’ experience working in government relations and/or with federal legislative staff particularly in the area of policy, legislation and appropriations Significant experience working with federal leaders Demonstrated success in working with federal agencies, U.S. Congress and generating government funding Have a working knowledge of the impact government funds can have on the success of a local Boys & Girls Club or similar organization in serving its members Skills: Demonstrated ability to work with Congress and the Administration in both policy and legislation with an emphasis on appropriations Possess a thorough knowledge of the legislative process and of House and Senate organization and procedures Demonstrated high standards of ethics and integrity Strong multi-tasking; Superior interpersonal skills with the ability to successfully interact with people at all levels Ability to work well under pressure and tight deadlines Detail and task oriented; strong ability with time management and prioritization Strong issue analysis; excellent written and verbal communication skills Team player with demonstrated collaborative skills.
