Associate Security Officer, P2

This position is located in the Safety and Security Service of the United Nations Office at Nairobi (UNON). UNON is the UN Headquarters in Africa and the representative office of the Secretary-General. UNON supports programme implementation of the UN Environment Programme (UNEP) and the UN Human Settlements Programme (UN-HABITAT) globally, as well as other UN offices in Kenya, by providing administrative, conference and information services (www.unon.org). The incumbent will report to the Chief and Deputy Chief, Security and Safety Service.


Responsibilities
Under the supervision of the Chief and Deputy Chief, Security and Safety Service the Associate Security Officer will be responsible for the following duties:
1. Prepare a draft security plan for a specific area within the UN Complex.

2. Perform routine investigations or security assessments to ensure the safety of field staff to enter or return to a location where actual or suspected problems exist.

3. Ensure that all staff members and their dependents are kept fully informed on matters affecting their security.

4. Conduct routine security surveys of office and residential areas and premises.

5. Investigate and prepare reports on minor cases of theft, illegal entry, assault, or other incidents when the extent of the infraction is readily determinable.

6. Assist Security Officers at the senior levels in establishing policies and procedures for reviewing crisis situations and preparing contingency plans for emergencies.

7. Assist in the recruitment, training and supervision of local security officers.

8. Assist in identifying and recording United Nations assets and number of staff and dependants to be protected, and estimates number of security officers required.

9. Liaise with local authorities to discuss potential problems and plans possible methods of resolution.

10. Assist with the management of the Security and Safety Service, UNDSS - Kenya.

11. Perform other related duties as assigned.

Education
An Advanced university degree (Master's degree or equivalent) in business administration, political/social science, psychology, international relations or a related field. A first-level university degree in combination with an additional two years of qualifying experience may be accepted in lieu of the advanced university degree.

A first-level university degree and no experience will be accepted for candidates who have passed the Young Professionals Programme Examination/United Nations National Competitive Recruitment Examination (NCRE) or the General Service to Professional Examination (G to P).



Work Experience

A minimum of two years of progressively responsible experience in the military, police, security management preferably in the police or military context or related area is required. No experience is required for candidates who have passed the Young Professionals Programme Examination/United Nations National Competitive Recruitment Examination (NCRE) or the General Service to Professional Examination (G to P). Qualifying years of experience are calculated following the receipt of the first level university degree recognised by the United Nations


Languages
English and French are the working languages of the United Nations. For this post fluency in oral and written English is required; working knowledge of other official UN language is an advantage.


This position is vacant due to the temporary assignment/secondment of the regular incumbent to another office/organization. The selection and extension of appointment of the selected candidate will be contingent on the return of the incumbent who maintains a lien against this position. If the selected candidate is an internal staff member of the UN Secretariat, the selection will be recorded as a temporary assignment.
