PAE is currently seeking a Senior Fire Officer to support the UN Mission in the Democratic Republic of the Congo (MONUSCO).
The Senior Fire Officer (SFO) will be responsible for the Emergency Crash & Rescue Services on a designated MONUSCO Airport in the absence of the Senior Fire Chief. The SFO will maintain the station accident/crash rescue and firefighting service to provide firefighting responses, fire suppression, rescue and medical services following an aircraft accident or incident. S/he will sure that all aircraft start, refueling and defueling operations are monitored and minimum manning levels necessary to operate within ICAO standards and procedures are met. The SFO will ensure that emergency sites are not compromised and that all evidence is suitably secured. S/he will ensure that all vehicles and equipment are fully inspected daily and operationally checked before the first aircraft movement. S/he will manage Fuel spills and will be familiar with hazardous materials handling in accordance with NFPA 472 and International Air Transport Association Dangerous Goods Regulations, 47th Edition. The SFP will be responsible for Capacity Building of Local National staff, and ensure that training courses are in accordance with NFPA 1003. Training will be conducted on a 60% hands-on and 40% theoretical, basis and will be presented in English and/or French. The Senior Fire Officer will assume absolute authority for actions pertaining to the ECR service during an emergency until such time as the site is made safe. S/he will activate the local pre-accident plan to the relevant required level of assistance as deemed necessary to effectively deal with the incident/accident to which a response were activated. The SFO will release the site to MONUSCO On-Scene Commander when the scene has been declared “SAFE” to enable evidence gathering and investigation. S/he will coordinate with the UN Emergency Services coordinator for support and security of the fire scene. The SFO will respond to all emergencies irrespective of whether on or off the airfield as directed by the CATO, CAIROPS or their authorized representatives.
Qualifications:
A Valid Basic Life Support (BLS) Certification, including CPR is required
NFPA 1002 Standard Fire Fighter Professional Qualifications I or the Equivalent Level 3 IFE Diploma is required
NFPA 472 Fire Pump Operations and Hazmat Awareness Certification is required
At least 5 years of experience as a station lieutenant or senior firefighter is required
At least 12 years of experience as a fire fighter is required
Experience in the use, maintenance, testing and rescue application of Self Contained Breathing Apparatus, Vehicle Extrication Techniques and Aircraft Construction
Must be Able to travel to sites as needed
Computer literacy (MS Office) is required
The ability to successfully complete the PAE Fire Officer’s Course and Examination is required
Must be a self-starter and problem solver able to thrive in challenging environments
A Valid internationally accepted driver’s license and heavy duty truck license with at least two years driving experience is required
Must be able to obtain UN driver’s license
Must possess a valid Yellow Fever Card
Must be able to pass a Physical Fitness test
The ability to speak French is desired
Previous experience working in Africa and at African Airports is desired
Experience in Petrochemical Firefighting is desired
