Responsibilities:
PAE is currently seeking an Operations Manager To support our AFISMA Logistics contract in West Africa.
The Operations Manager is responsible for the management and functional integrity of PAE projects.
The Operations Manager monitors on-going projects, troubleshoots areas of concern, and provides expert opinions and analysis to the Project Manager on how problems and issues can be best resolved and avoided in the future. The Operations Manager reports to the Project Manager at the Project Management Office (PMO).
Duties include:
Monitoring projects and providing area expertise on the effectiveness of PAE operations.
Coordinates the logistics activity in for all locations in Mali.
Ensuring and reporting on regular communication between PAE and the various other vested parties in PAE projects including USG agents, host nation government authorities, and other contractors that may be working on projects for the US Government. This includes regular liaising with leaders of the above parties in both formal and informal situations.
Helping to provide technical expertise on bids/proposals and assisting in the drafting of Statements of Work (SoW), Programs of Instruction (POI), and other documents related to the winning and execution of projects in West Africa.
Coordinating the implementation of PAE Standard Operating Procedures (SOPs) and policies, within projects and ensuring that the rest of the team understands and uses them.
Drafting weekly situational reports on the progress of ongoing PAE projects.
Communicating ideas in a non-confrontational manner in one-on-one situations, in small groups, and before large audiences.
Working directly with other department heads to estimate effort, plan activities, and negotiate consensus among individual team members on their appointed tasks.
Understanding and helping to execute proper financial controls.
Understanding and assisting with the implementation of PAE ethics policies.
Understanding, interpreting, implementing, and adhering to various SOW’s and/or RFP’s.
Assisting with project evaluations taking into account staffing, timelines, and budget constraints.
Dealing with human resources issues (in particular with subcontractors).
Conducting site surveys and/or site visits in conjunction with implementation or ongoing operations of programs/projects.
Qualifications:

A Bachelor’s Degree or equivalent is required.
Must have at least 5 years of operations experience including a background in management, logistics, administration, and training.
Certificate courses in Project Management, Logistics, Administration, and Training are desirable.
A background in Military logistics is a plus.
Africa experience strongly preferred.
Experience working on US Government contracts is a plus.
Must be in excellent health, able to perform under austere conditions, and conduct physically strenuous activities under conditions of high temperature and humidity.
