Security Coordinator

The Secretariat for NGOs, Bangui, CAR

Team/Programme:

The Secretariat for NGOs in CAR coordinates the

efforts of the NGO Steering Committee elected by

22 members representing NGOs working in CAR.

Its objective is to coordinate information sharing,

advocacy, production of guidance documents

and status reports, ensure dialogue with the

Government of CAR, donors, and the UN system

on key issues related to the humanitarian sector.

Key areas of responsability:

The Security Coordinator (SC) is directly

supervised by the Steering Committee. The CS

supports the NGO Forum on issues related to both

safety and security for NGO staff and operations.

He/She represents NGOs at security related

meetings.The SC supports the NGO Forum by

fulfilling the following main tasks:

Collection and Management of information,

Coordination

Be informed on evolutions in the political,

security, and economic situation both in the CAR

and the

whole region;

Throughout his/her network and from various

publications, collect, analyse and share relevant

security information with NGOs;

Undertake regular field visits (at least once a

month) in order to meet with stakeholders;

Update the security channel tree and relevant

information on residential locations, offices, NGO

staffs, grouping points, incidents, contingency

plan;

Set up a communication plan and a radio backup

system (HF, VHF, SAT);

Supervise the development of maps locating

NGOs and security incidents;

Support NGOs in elaborating scenarios in the

event of emergency situations. This will ensure

that the NGOs' community is included into the

contingency plans developed by the United

Nations agencies and the diplomatic bodies;

Develop both a security and an evacuation plan

for NGOs at national level and coordinate them

with the United Nations agencies and the

diplomatic bodies. Share recommendations with

NGOs;

Identify NGO needs for security trainings. Follow-

up trainings proposed by the different actors (UN,

ICRC, etc.). Implementation of trainings.

Communication

Advocate towards the CAR government about

security for humanitarian actors' interventions;

Organize meetings about NGO security, briefings,

task force meetings or workshops whenever

necessary and ensure that information is

disseminated to stakeholders;

Ensure that all NGOs know and utilise updated

security protocols and that all security issues are

considered by them;

Represent the NGO Forum at meetings with

BINUCA, donors, members of diplomatic bodies

and other external stakeholders;

Support the management of information in order

to develop and manage the security section on

the NGOs Forum Website and mapping.

Quality and program management

Be available for consultation on security issues,

providing recommendations and advice

tomembers of the NGO Forum, and give support

in crisis situations;

Standardize and implement security analysis

tools;

Guarantee proper control and management of

his/her budget.

Partnership

Ensure an effective collaboration between the

Secretariat of NGOs, UN agencies,

government,donors, national NGOs and other

stakeholders on security issues;

Develop and sustain efficient relationships with

key persons in the Ministries and Departments of

security, diplomacy, national and international

NGOs, UN missions (BINURCA and UNDSS), the

United Nations agencies for Programs, donors and

others (private security companies, regional

analysts, researchers, journalists, etc).





Qualifications and Experience:

Experienced in security management in a

humanitarian or a development organization,

researchinstitution (think tank) focused on peace,

conflict, humanitarian or development assistance

in countries with conflict or post conflict such as

CAR;

Demonstrated skills in management of peace

processes, conflicts and security. Qualified from

an international School business or Economics,

Political Science, International development or

similar. Master's level appreciated;

Experience in post-conflict and insecurity

contexts required;

Experience in working in Central Africa area

required, CAR in particular appreciated;

Computer proficiency: MS Office (Office, Excel,

Outlook, PowerPoint, WordPress and GIS mapping

software, strongly desirable;

Perfectly fluent in French and very good level of

English (reading, writing and speaking) is

required, a good practice of Arabic and Sangho

would be an asset.

Personal/professional skills necessary:

Excellent capacity for analysis and stress

resistance;

Successfully demonstrated ability to

simultaneously manage multiple tasks and be

reactive;

The job requires considerable autonomy. The

candidate must be able to take initiatives and be

autonomous;

High ability to analyse and deal with complex

situations;

Be Innovative;

Ability to work in a multicultural environment with

a high degree of respect for diverse cultures

required;

Good relationship and strong communication

skills.
