FilmAid uses films that are both educational and entertaining to draw audiences’ attention to subjects of vital concern to their health and well-being. Working with other relief agencies and community leaders, FilmAid identifies emerging critical issues and develops appropriate film messages to help educate and inform. People of concern participate actively in the creation of these films, and the resulting pieces are widely distributed and screened throughout beneficiary communities. In this way, FilmAid is able to respond to an immediate, unmet need for locally relevant messaging. Through real collaboration, FilmAid’s community-based films support the work of other aid agencies and effectively address the issues and concerns of beneficiary communities. FilmAid also engage in community capacity strengthening activities through one off and paced workshops and trainings on governance, leadership, Journalism, Social media use theater messaging and use of SMS. Job Purpose: To ensure safety of all FilmAid Dadaab programs by providing leadership in all security related matters in the location.

Key Duties: • Regularly assess and update security threats and provide recommendations to management. • Supervise and monitor provision of security to FilmAid staff and equipment in all FilmAid activities. • Train and supervise a team of refugee Safety Crew in situational awareness, crowd control, radio communication and safety related matters. • Conduct regular vetting of FilmAid’s Community Resource Persons (CoRPs) and tracking of equipment. • Maintain an up-to-date CoRPs database and camp mapping system. • Ensure regular training and implementation of security and evacuation plans and regulations in Dadaab. • Continually review security and evacuation policies and procedures, ensure their viability and recommend changes and improvements. • Conduct staff and vehicle tracking on a daily basis. • Provide verbal security reports to the Program Manager, weekly reports and monthly written summary security reports. • Conduct orientation to visitors, volunteers and new staff in the location on the FilmAid security guidelines. Ensure that all visitors to Dadaab (local and international) are aware of security operating procedures and follow them. • Liaise with GoK, INSO, UNHCR and other security agencies and officers in Dadaab in assessing security threats in the camps and providing regular updates on this to the Program Manager.

Requirements: • Must be of Kenyan nationality or must be eligible to work in Kenya. • Diploma in relevant discipline (Advanced university degree in Social Sciences or a related technical field like a military or police academy degree would be an asset. Relevant military or police training courses showing career progression with emphasis on operational planning and communication skills, combined with significant practical operational and UN experience would be of great advantage but not essential. • A minimum of three (3) years of progressively responsible experience in security management, preferably in a police/military context or with considerable UN field mission experience. The applicant’s experience should demonstrate capabilities which should include the ability to conduct planning and operate under extreme stress, a demonstration of high level of leadership and capability of rapid decision-making (with little margin of error). A high degree of physical fitness would be required • Experience in control of large crowds. • Flexible in quick decision making • Ready to work with minimal supervision and with ability to work both independently and as part of a team • Ready to work for long hours in a hardship area • Team player, excellent interpersonal, organizational, multitasking and communication skills. • Commitment to humanitarian principles and action. • Security planning & management skills. • Intelligence gathering and ability to network with local authorities and community structures • Relationship building and maintenance skills. • Leadership, communication and management skills. • Problem solving & decision making skills. • Skills in use of a wide range of communication equipment. • Report writing skills.
