By mid-2013 most of our international programmes will be delivered through a merged operation with 14 000 staff, managed through seven regional hubs and reporting to a relatively small, central office. The role
The role purpose is to manage the safety and security of all Save the Children staff in DRC, ensuring that all global policies and procedures are systematically applied across the country programme. This will include ongoing threat assessment and advising on risk management; the maintenance of appropriate guidelines; and ensuring that field working practices are robust and that all staff are aware of, trained in, and adhere to these policies and procedures. Integral to the posting is the ability to work successfully with field teams to cultivate capacity and motivation, thereby ensuring field-based responsibility for security analysis and management.

Your support in the delivery of an effective security function will play a key role in the expansion of Save the Children programmes in DRC to increase impact and enable positive change for children.

KEY AREAS OF ACCOUNTABILITY
Support the delivery of effective Programmes, in both development and humanitarian contexts, by:
* Leading the continual, inclusive review of all local Safety and Security Guidelines and procedures for all operational areas, in accordance with SC Alliance global security guidelines and SCI’s minimum standards;
* Providing training, technical support, and supervision to provincial office ‘security focal points’ as required, building the awareness and capacity of both international and national personnel in terms of personal safety and security, and developing a programme of staff induction and continuation training;
* Ensuring that contingency plans for each office (including for Evacuation, Relocation, Hibernation, and Medical Evacuation) are in place, effectively disseminated to all staff, and include a detailed, regularly revised contextual assessment and situational update;
* Ensuring that SC vehicl es, premises and equipment are compliant with basic security standards;
* Researching and analysing security-related information from a variety of local and international media sources, district offices, the UN and other INGOs in order to produce a formal weekly security update;
* Monitoring HR, Finance, and Logistics security working practices and advising the Senior Management Team (SMT) on the safety and security consequences of decisions;
* Coordinating, with the HR Manager, the safety and security aspects of Save the Children staff induction, processes and security briefings to all visitors to the [location] programme within 24 hours of arrival;
* Systematically mapping all security incidents and providing timely analysis to identify emerging trends, ensuring district offices adhere to the same process and share information accordingly;
* Developing and maintaining crisis management response systems, and ensuring that lines of communication/rep orting to the London crisis management team are fully understood and implemented;
* Delivering staff debriefings after security incidents, ensuring incident report forms are properly compiled and are sent to relevant country programme and SCI staff;
* Assisting in the proposal process by coordinating and helping identify technical security requirements;
* Representing the principles and work of Save the Children International to donors, United Nations, NGOs and INGOs, government, media and other stakeholders when required;
* Complying with and promoting all Save the Children International Global policies such as Child Safeguarding, Whistle blowing, Fraud, and Health and Safety.

Qualifications and experience
Essential:
* Minimum 3 years practical field experience in security management/leadership role (e.g. military, police, or direct INGO security management) in challenging or insecure environments, with sound knowledge of personnel and organisational security issues, threat/risk assessment, security management and awareness;
* Ability to assess and manage security situations and to develop personal security and evacuation procedures;
* Track record of training, managing and developing staff in safety and security principles and procedures;
* Ability to accurately read and navigate using 1:50000 maps and plot GPS coordinates, and technical competency and training experience in field-based communications systems such as HF Codan, Motorola VHF, Thuraya, satellite and internet systems;
* Experience of incident reporting and mapping, intelligence collation and analysis functions, the establishment and execution of a incident warning systems, and the compilation of security reports and assessments;
* Computer literacy, particularly in Word, Excel, PowerPoint, Access and database/mapping systems;
* Ability to balance demands of beneficiary and s ecurity actors while maintaining appropriate contextual NGO security advice and coordination;
* Resourcefulness and creativity in developing the role of security within the programme and ensuring the most effective support to line management;
* Excellent planning, coordination, and reporting skills, with the ability to organise a substantial workload comprised of complex, diverse tasks and responsibilities;
* Strong communication, people management and interpersonal skills in English, with experience in leading multicultural, multi location, values driven teams;
* Willingness to work and travel in often difficult and insecure environments;
* Commitment to Save the Children International’s global policies and values.
Desirable:
* A formal security qualification or appropriate security management training;
* Instructor level experience in the training of security/safety related subjects;
* Experience in se curity provision in emergency response;
Background in large international non-governmental organisation or other international relief/development body.
