Key Responsibilities
• Monitor, evaluate and suggest changes and improvements to the NRC Security Management System based on observations and inputs from the NRC Team.
• Assist in the preparation of weekly summary reports, including Incident Reports for the CSM in Amman.
• Responded to and record incidents as they occur in accordance to NRC Global Security instructions
• Document technical issues and questions, and report to the CSM
• Communicate, exchange information, and co-operate with relevant external actors in the areas of responsibility determined by the CSM
• Communicate and coordinate work and tasks with the UN system in general and UNDSS / UNHCR in particular in the areas of responsibility determined by the CSM
• Assist in the assessment of needs for capacity development amongst staff with particular focuses placed upon contracted Guards, SFP and Radio Operators.
• Assist the CSM in the training of staff in general safety and security
• Document and escalate incident reporting in-country directly to the CSM
• Current NRC situation specific tasks
Proactively support program and operational staff in Zaatari with ongoing security challenges
Proactively report upon staff conduct or misconduct to CSM
The CSSP may on occasion be tasked with advising NRC Jordan Security Focal Points (SFP) on specific security and safety issues (from CSM).
Academic and Professional Qualifications
• Or Education / course qualifications to a BSc, B.A, LL.B level (or country / region equivalent)
Relevant Experience
• Demonstrated and significant experience will be reasonably considered in lieu of formal qualifications.
• Experience in liaising with civilian and military government authorities as well as with regional institutions.
• Proven employment history that reflects experience in both security (POL / MIL) and civilian fields.
• Proven, solid and relevant experience in security work, preferably in the UN or NGO environment.
• Proven ability to successfully negotiate and liaise at all levels with national military, police or civilian authorities responsible for security.
• Proven experience in administration, logistics, effective training delivery and personal management.
• Significant Jordanian cultural awareness and experience of working in settings where insecurity is a rapidly evolving issues.
• Deep analytical skills and proven experience in report writing and interlocutor networking
• Demonstrated national leadership and management skills
• Demonstrated ability to work under difficult conditions and a high degree of pressure
• Significant Jordanian contextual understanding including response to emergencies
• Deep awareness of gender based programming and related issues
• Proven communication, interpersonal, representation and negotiation skills
• Previous experience in working with extremely vulnerable groups and in community development projects is a plus
• Insightful understanding of INGO hierarchical roles and responsibilities
• Demonstrable experience in working with conflict sensitive groups is a plus
• Extensive computer literacy, especially in common Microsoft software packages
• Fluency in the English language, to a report level competency
• Fluency and Arabic, both written and verbal
• Hold a valid driver’s license
