Description: Senior Analyst responsible for direct support to USAF on negotiation, implementation and compliance with arms control treaties and agreements supporting USAF. Team leader on specific projects with responsibility for technical performance and schedule adherence. Mentor to other team members. Specific duties include: Provide expertise and proven capability to develop training programs focused on arms control negotiation to protect USAF equities, implementation to minimize impact on USAF operations while protecting national security equities, and compliance with treaties and agreements. - Identify and incorporate distance learning techniques and technologies to achieve synergies and efficiencies in delivering training. - Provide full range of advisory and assistance services - Develop and report on metrics measuring progress Provide advisory and assistance services on USAF arms control impact on plans and operations, strategy development, change management and process re-engineering to improve effectiveness and efficiency of client staff. Provide technical expertise to determine treaty compliance of USAF weapon system research, development, acquisition and testing. - Review documents that support the acquisition and/or modification of USAF weapon systems to determine compliance with in-force treaties and agreements - Ensure the provisions of contemplated treaties and agreements are correlated to AF acquisitions programs. - Analyze, review, and develop policy and guidance to ensure proper implementation of applicable treaties. Support USAF arms control policy development and implementation through: - Research and interpretation of legislation and national strategies affecting the arms control community - Identification and development of strategies to improvement in arms control negotiation and implementation policy - Develop recommendations and coordinate new and/or revised procedures, directives, and guidelines - Draft and coordinate staff packages for review and approval, create issue/point papers, reports, meeting minutes and other documents, build and present briefings, support special projects or studies critical to the resolution of policy issues and problems Participate in business development activities to include segment strategy, client capture, staffing strategy and proposal development. Qualifications: Required Education and Experience - BA or BS in political science, international affairs or an engineering discipline is required with 10 years of experience - Ability to communicate well, handle pressure, works as a team member, detail-oriented. - 10 years’ experience in arms control negotiation, implementation or compliance on New START, Chemical Weapons Convention, Conventional Forces in Europe, and/or Open Skies treaties and agreements and associated regional fora such as the North Atlantic Treaty Organization, the Organization for Security and Cooperation in Europe and the Organization of American States - High degree of analytical skill and the ability to lead small teams to mission success - Knowledge of the organization and functioning of the Department of Defense and experience in the decision-making of the USG interagency process and of the diplomatic process of arms control negotiations. Knowledge of the DoD acquisition development process - Demonstrated superior research, analytic, and writing skills required -- ability to organize and distill extensive research data into concise narrative presentation to various audiences is essential. Excellent oral and written communication skills - Active Top Secret clearance, with SCI eligibility Desired Experience and Education: - Prior USAF service as a rated officer - Prior service on Air Staff, Joint or OSD assignment and deep familiarity with DoD staffing procedures - Master’s degree is strongly desired - Senior service school and/or defense acquisition certification strongly desired.
