BACKGROUND: In April 2012, the IRC launched an emergency response to address the humanitarian needs resulting from the food crisis and armed conflict in Mali. The IRC’s emergency team conducted rapid needs and gap assessments, which led to the nutrition, WASH, child protection, and education programs that are being implemented in the north and the south of the country. The IRC quickly became active participants in the Nutrition, WASH, Protection and Education Clusters as well as the Child Protection Sub-Cluster and plays leading roles in the Nutrition, WASH, and Child Protection clusters/ sub-clusters. The IRC is expanding its programs in the north, center and south of Mali, including health and Gender-Based Violence programming. The WPE/GBV Program Manager will be responsible for managing and overseeing the pilot GBV program in northern Mali.

The IRC upholds humanitarian principles in all its programs, works with partners to do the same, and uses an acceptance strategy in affected communities to ensure transparency, participation, and protection. The IRC ensures Do No Harm it each stage of the program cycle from design, to delivery and monitoring.

To facilitate the delivery of programs, IRC has a main office in Bamako and three field offices. Operations support to the field is a critical component of the Supply Chain and Security Manager’s role.

SCOPE OF WORK: The Supply Chain and Security Manager is an integral member of the country management team and reports directly to the DDO in Bamako. This position is responsible for the management and delivery of effective Supply Chain support and security throughout the country program in compliance with IRC and donor regulations. Key responsibilities include security, procurement, transport, inventory, asset management.

RESPONSIBILITIES: The Supply Chain and Security Manager will: • Collaborate and coordinate with Programs and Finance to ensure integrated and harmonized operational systems. • Collaborate with Finance Controller to ensure that internal controls are met with minimum of bureaucracy. • Work with Field Office Supply Chain Staff and Field Manager to ensure effectiveness, countrywide uniformity of Supply Chain structure and implementation of the IRC’s standard operating policies and procedures. • Implement job and site specific trainings to ensure that Supply Chain staff possess the knowledge and skills commensurate with their responsibilities. • Assume the responsibility as security focal point for all movement of staff and provide Management Team in making good decision accordingly.
• Ensure in collaboration of DDO that all IRC Assets are kipped in safety and security way. • Assure the link with the UN, the other agencies and the local authorities, to remain continually aware of the evolution of the security environment in the country and communicate a strong analysis and recommendations to the Management Team.
• Develop and put up to date constantly the procedures and protocols written of security.

Responsibilities Specific responsibilities include,
Compliance: Ensure that Supply Chain and Security policies and procedures are in compliance with applicable IRC and funding source policies, procedures and requirements. All locations and staff act in accordance with the policies. • Maintain and update donor guidelines related to Supply Chain (procurement, asset, etc). • Update as required the IRC standards in terms of assets/equipment to be purchased. • Monitor Supply Chain sections of budgets and track and track expenditure. Follow up as necessary including timely information and budgetary comments regarding any realignment. • Finalize Procurement Plans for all grants. • Ensure all donor reports for assets are completed and submitted to the Grants Department on time. • Disposal of assets is reviewed annually and donor requirements followed as necessary. • Familiarize with various donor regulations.

Training & Outreach: Proactively develop the skills of IRC staff to understand and utilize Supply Chain and Security tools and services to design and implement quality programming. • Work with field staff to identify Supply Chain and security needs and ensure the issues are raised in new budget development. • Ensure all Supply Chain staffs are aware of and in compliance with IRC procurement, asset and stock management, transport, communications, etc, in order for them to clearly share this information. • Assist Supply Chain staffs in working with program staffs towards establishing procurement plans before the start of each grant ensuring they fit the activities in the budget, are donor compliant and realistic in terms of timing. • Ensure monthly Supply Chain reports are submitted from each field. Review and follow up as necessary.

Staff Management: Practice excellent human resource management, supporting the development, promotion and retention of a motivated team of qualified and experienced staff. • Identify staffing and/or skill gaps and see that these gaps/needs are filled and support the recruitment of all Supply Chain staff and provide day to day supervision of department. • Provide feedback through regular performance evaluations. • Ensure that any staff discipline follows a progressive methodology which provides for clear and structured improvement. • Develop long term plan for continued quality leadership by providing staff development and succession plans.

Systems: • Ensure procurement is done according to IRC and/or donor regulations. • Ensure that staffs participating in tender committees are trained and understand their roles. • Ensure clear delineation of roles for procurement. • Ensure the update of the pre-selected suppliers list. • Ensure transport services are cost efficient and reliable. • Ensure warehouse and stocks are secure, well managed and documented. • Ensure assets and property are effectively managed, asset list is updated regularly and assets are disposed according to IRC and/or donor regulations. • Ensure IT systems are reliable and provide the required levels of connectivity and ensure the good working order of all IT networks. • Supervise the good working order of the communications systems used by IRC (VSAT, Thuraya HF, and VHF). • Work consistently with Security partners to maintain required security levels, awareness and responsiveness.

Qualifications: • University degree in Supply chain Management, Business Management or related. • At least 3 years progressive management, security management and leadership experience • Experience working with donors including OFDA, ECHO, ASDI and UNICEF, and knowledge of specific donor guidelines. • International experience with preference in Mali • Country experience of managing Supply Chain and security issues. • Strong organizational, interpersonal and communication skills. • Strong computer competency with word processing, spreadsheets, databases, and other IT skills. • Possess leadership qualities and willing to exercise initiative. • Willingness to participate and contribute as a team member, under challenging working and living conditions. • Must have excellent French and English skills.
