Advocacy Manager -- Nurse-Family Partnership

JOB DESCRIPTION Job Title: Advocacy ManagerDepartment: Policy & Government Affairs Reports To: Chief Officer for Policy & Government Affairs and Medicaid Policy Director FLSA Status: Exempt Summary The Advocacy Manager will help implement a national framework for state-level policy and government affairs strategies to increase public funding for Nurse-Family Partnership by strengthening NSO’s capacity to generate community support for national and state-level policy objectives and informing state policy and government affairs strategies. The Advocacy Manager will contribute to greater coordination and alignment of NFP’s federal and state government affairs objectives. This work lead by the department of Policy & Government Affairs will be accomplished on a state level in close collaboration with Program Development leadership and staff. Essential Duties and Responsibilities include the following. Other duties may be assigned.• Expand grassroots support for NFP by working with Program Development in target states to generate expanded lists of grassroots supporters, execute advocacy action alerts, establish and mobilize strategically selected Community Advisory Boards, and other related duties. • Develop state policy strategy options and toolkits for Program Development’s use in designing their state plan of action, and help develop a political roadmap to reach policy and political goals in targeted states. • Proactively monitor and provide strategic political analysis of state trends in home visiting, public health, educational reform, health care reform, juvenile justice and poverty initiatives, among others, to identify growing trends in state and local action that present opportunities and/or pose barriers to Nurse-Family Partnership’s state expansion efforts. • Develop model NFP legislation to use in advocating before State legislatures for NFP. • Conduct advocacy training for Program Developers as well as representatives from Implementing Agencies and other NFP champions. • In a subset of states nationally, work directly with Program Developers on outreach to state policymakers (including key legislators and legislative committees) to establish high-level relationships with state government officials, community leaders, advocacy groups, and external organizations to achieve state goals. • Assist Program Developers and Medicaid Policy Director in identifying and cultivating States to improve Medicaid coverage and reimbursement for NFP services. • Assist in the development and implementation of a community engagement initiative to conduct outreach to key national organizations with state membership organizations beneficial to state expansion efforts. Supervisory Responsibilities This job has no supervisory responsibilities. Education and/or Experience Bachelor’s degree required/Master’s Degree preferred. 3-5 years experience in state and/or federal policy or health care with in-depth understanding of state and/or federal government with preferable experience in state legislative processes or government relations. 3-5 years experience in direct advocacy campaigns, crafting and analyzing state policy strategies.
